The Prosecutor's Office in Tirana has requested 'Arrest in prison' for 3 former officials and the citizen, as well as the seizure of 7500m2 of land in Bërxulë obtained through the falsification of documents.
Prison arrest has been requested for the former mayor Ymer Marku and Kujtim Balliu, Agim Loci and Kujtim Allmeta.
The investigations have started after the reports of some residents, whose properties ended up in the hands of the octopus of corrupt tenders, Arbër Abazi, the grandson of Sadri Abazi, who in international reports is described as one of the nodes of crime, corruption and money laundering. in Albania.
At the head of the criminal group is suspected to be the former mayor of Bërxulle Municipality, today the Administrative Unit of Vorë, Ymer Marku, who has wreaked havoc during the exercise of his duties, transferring large areas of land in the name of his close people.
During his duties as mayor, Ymer Marku has made his district the owner of public and private properties, with forgeries and frauds, then building hotels, resorts and various facilities, with permission and without permission, with money from corruption and traffic of drugs.

The Prosecutor's Office at the Court of First Instance of General Jurisdiction, Tirana, requested the appointment of the personal security measure "Arrest in prison" for former officials Ymer Marku, KB, Agim Loci., for committing the criminal offense "Abuse of duty" and the citizen and the CA for the criminal offense "Forgery of documents", provided by article 186/2 of the Criminal Code and the offense "Cleaning the proceeds of a criminal offense" provided for by article 287 of the Criminal Code,
In the same way, this prosecutor requested the sequestration of 7,500 m2 of "Walnut" type land, suspected to have been obtained illegally and then sold to the company "Alko Impex Construsion" shpk in the amount of 10,000,000 new lek.
On 16.09.2020, this prosecutor's office registered criminal proceedings no. 5783, for the criminal offense of "Abuse of duty" provided for by Article 248 of the Penal Code.
The investigation showed that: the survey plan for the property with a size of 7,500 m2 went in favor of the citizen KA (signed/signed) by the Elder of the Village Bërxulle, citizen AL and the Mayor of the Municipality Y. M, at a time when the lands on the Bërxulle hill were lands of the Municipality of Vora and in 1998 they passed under the administration of the former Bërxull Municipality.
Personi nën hetim shtetasi Shtetasi Y.M nga viti viti 2004 – Gusht të vitit 2015, ka qënë me detyrë Kryetar i Komunës Bërxull, Tiranë.
Personi nën hetim Y.M., me shkresën me nr. 1021 prot, dt. 13.07.2005, ka dërguar për verifikim në Këshillin e Qarkut Tiranë, dokumentacionin për shtetasin Agim Allmeta, me shkresën me nr. 1022 prot, dt. 13.07.2005, ka dërguar për verifikim në Këshillin e Qarkut Tiranë dokumentacionin për shtetasin Petrit Allmeta dhe shkresën me nr. 1023 prot, dt. 13.07.2005, ka dërguar për verifikim në Këshillin e Qarkut Tiranë dokumentacionin për shtetasin Sherif Allmeta. Në këto shkresa janë dërguar dokumentacioni për regjistrimin e pasurive për shtetasit e mësipërm dhe më konkretisht pasuria me nr. 32/2 z.k. 1167, në emër të shtetasit Petrit Allmeta, pasuria me nr. 32/3 z.k. 1167, në emër të Sherif Allmeta pasuria me nr. 32/4 në emër të Agim Allmeta.
Personi nën hetim Y.M në cilësinë e Kryetarit të Komunës Bërxullë së bashku me kryeplakun e fshatit shtetasin Agim Loci kanë nënshkruar në plan rilevimin e datës 07.03.2014, për pasurinë me nr. 1032 z.k. 1167, në emër të Sherif Allmeta, në plan rilevimin e datës 07.03.2014, për pasurinë me nr. 1032 z.k. 1167, në emër të Fadil Allmeta dhe në plan rilevimin e datës 07.03.2014, për pasurinë me nr. 1032 z.k. 1167, në emër të Petrit Allmeta.
Ndërsa me shkresën me nr.576 Prot, datë 12.05.2015 me lëndë “Dërgim dokumentacioni për rregjistrim” është formuluar/konceptuar nga specialisti i Z.M.M.T shtetasi Kujtim Balliu dhe konfirmuar (firmosur) nga kryetari i Komunës shtetasi Ymer Marku për të njëjtën pasuri në emër të shtetasit K.A.(ndryshe nga sa kishte vepruar një vit më parë për të njëjtën pasuri).
Personi nën hetim shtetasi K. B. nga muaji Korrik 2011- Shtator të vitit 2015, ka qënë me detyrë Përgjegjës i Zyrës së Mbrojtjes dhe Menaxhimit të Tokës pranë Komunës Bërxullë, Tiranë dhe ka përpiluar shkresat për dërgimin për regjistrim bashkëlidhur ka dërguar AMTP origjinale pa numër në emër të shtetasit K.A. për pasurinë me nr.1032 z.k.1167 me sipërfaqe 7.500 m2, pa kryer më parë verifikimin në dokumentacionin që dispozonon zyra e tij. Ndërkohë që shtetasi K.A. nuk mund të paisej me AMTP pa numër datë 14.1.1996 (e falsifikuar sipas aktit të ekspertimit) pasi ishte pajisur me AMTP me nr.30 datë 06.01.1996, për pasurinë me nr.133/12, me sipërfaqe 5.100 m2 e llojit arë ( sa ka qënë edhe norma për frymë).

The person under investigation, citizen KA, found that after having appropriated the property with forged documents in cooperation with the employees of the Bërxulle Municipality and the Village Elder, he also benefited from monetary income in the amount of 10,000,000 new leks, consuming the work "Cleaning the products of the criminal offense" provided by article 287 of the Penal Code, alienating the property in order to cover its origin, knowing that this property is the product of the criminal offense of falsifying documents.
