Corruption, nepotism, and above all lack of academic standards...
In the chronicle of the race for the election of the new rector of the "Luigj Gurakuqi" University of Shkodra, there was a group that wanted to stop the change at all costs. The arrival of a new spirit in this institution that has been held in the clutches of politics for 30 years. And this only from the Democratic Party, but above all from the SP these 12 years, where deputies and officials entered the chairs without having any real academic accreditation.
It was precisely this caste that did not want to allow the arrival of a new spirit that was brought by Professor Tonin Gjuraj, who in turn promoted a comprehensive idea of all the scientific forces of the institution.
But it seems that the old caste was very afraid of the new wind and tried to stop the installation of the new rector with unconventional means.
But as the facts turned out, the situation was connected to other issues: Corruption, nepotism, and above all lack of academic standards.
A few days ago, the Dean of the Faculty of Law in Shkodër, Gasper Kokaj, and the two university lecturers, Senada Reçi and Luljeta Zefi, were charged with passive corruption.
The professors of the Dean's Office allegedly received 500,000 old lek in exchange for giving a pass to two students who had failed in two semester courses.
Lek Toni and Pëllumb Ndreca are accused in this case, who are accused of active corruption committed in cooperation.
Ndreca and Toni turned out to be the parents of the two remaining students and were interested in passing the exam.
This criminal file that holds No. 546 was initially registered in SPAK, but after the decision of lack of competence taken by the prosecutor Ened Nakuçi, the case passed in 2023 for further investigations to the prosecution of Shkodra.
We will have to wait for the court process to see how this case will go, however, this is not a 'bolt in the sky'. On the other hand, prof. Suzana Golemi continues the trial. There have been continuous investigations like this at the University of Shkodra. Where, in addition to bribery, there is another big problem; nepotism. And as it turned out in the case of the fight against the new rector, the granddaughter of the defendant Gaspë Koka was one of the electors of the rector of the senate. But it is not the only one, as "Luigj Gurakuqi" is filled with sons, daughters, nieces and cousins of former lecturers or various officials who have treated the university as a fiefdom. While many officials and deputies have regretted the chairs of "Luigj Gurakuqi", not having any references or academic degrees. In order to return the normal situation in the Universities, the Ministry of Education must really restore the autonomy that has been taken by politics and the mafia.
