Filed as a drug trafficker in secret reports and media investigations, fish oligarch Gjergj Luca has strong reasons not only to lick Edi Rama, but also to pull out his hair or kiss the ground where Rama steps.
Gjergj Luca has received from Edi Rama in a clientelistic and corrupt manner hundreds of thousands of m2 of public property, thousands of m2 of buildings and millions of euros of public money.
" Prapaskena ", based on official evidence, brings to the public, once again, a part of Gjergj Luca's corrupt benefits from public money and assets, with the permission and signature of Edi Rama.
- Only during the last 5 years, Gjergj Luca has received over 2 million euros from the state budget through the company Rozafa; such as payment from Lezha Customs for renting out premises, payment from public institutions for lunches and dinners at the cafeteria that Luca has erected on public property, etc.
- By decision no. 1525/4, dated May 23, 2019 of the former director of AZHBR, Frida Krifca, Gjergj Luca has benefited through the company "Rozafa Sh.pk" 400 million ALL from EU agricultural funds for agriculture.
- With VKM No. 873, dated 30.10.2015 , Gjergj Luca is the beneficiary of the property "Objects of the State Reserves Agency, Labinot, Elbasan", under the administration of the General Directorate of State Reserves, with a total area of 52613 (fifty two thousand six hundred thirteenth) m2, of which according to the general plan, respectively, surface under the object 13872.94 (thirteen thousand eight hundred and seventy-two point ninety-four) m2 and functional surface 38740.06 (thirty-eight thousand seven hundred and forty point zero six) m2 .
- With VKM No. 266, dated 29.03.2017 , Gjergj Luca is the beneficiary of the property "Objects and land, of the State Material Reserves Agency Labinot, Elbasan (remaining part)", under the administrative responsibility of the Ministry of Internal Affairs, the General Directorate of State Reserves, Regional Directorate of State Reserves Elbasan, with a total area of 52 514 (fifty two thousand five hundred and fourteen) m 2 , of which 11 659.63 (eleven thousand six hundred and fifty nine point sixty three) m2 surface of buildings and 40 854.37 (forty thousand eight hundred and fifty four point thirty seven) m 2, functional surface.
- With VKM no. 526, dated 25.07.2019 , Gjergj Luca is the beneficiary of property property no. 338, named "Former Military Department no. 5012/20", located in Çekrez, Gramsh, with a total area of 28,960 m², of which area construction area 4185.48 m2 and functional area 24 774.52 m2, with no. property 257/1, zk 2167, under the administration of the Ministry of Defense, for a period of 20 years.
- With VKM no. 701, dated 30.10.2019 , Gjergj Luca is the beneficiary of the property Autopark Sector, former Park of the Iron-Nickel Mine, Përrenjas", with a total area of 10 287.3 m2, of which construction area 1 090.5 m2 and functional area 9 196.8 m2 , with asset number 4/240, cadastral area 2924", in charge of the administration of Industrial Enterprise no. 1, Tirana, for a period of 20 (twenty) years.
- With VKM no. 394, dated 09.06.2022 , Gjergj Luca is the beneficiary of the assets of "Kombinat te Seqeri" sh.a., Maliq, of the building type, with no. 1/250, with an area of 1 165.5 m2, with no. 1/231, with an area of 1,410 m2, with no. 1/248, with an area of 290.6 m2, with no. 1/237, with an area of 2,025 m2, in cadastral area 2573, for a period of 20 years (twenty years).
- With VKM No. 376, dated 21.06.2023 , Gjergj Luca is the beneficiary of the property Property No. 338, named "Former Military Department No. 5012/20", located in Çekrez, Gramsh, under the administration of the Ministry of Defense, leased with a fee of 1 Euro/Contract to the company "Rozafa" Shpk. / Backstage
