From the apartment paid for with mafia money to the travel licensing for the criminal network: the dark history of Ilir Proda and Ylli Cara is revealed in detail by the vetting report and official documents...
The Police Vetting Commission's investigation has revealed direct financial and criminal links between the Director General of the State Police, Ilir Proda, and one of the most dangerous figures in the criminal world, Ylli Cara. According to the report, Proda was a 50% partner in the company "Sara & Kristi Sh.pk", with the object of renting cars, while Cara personally paid for the purchase of an apartment in Tirana worth 70 million lek.
Their relationship, according to data, dates back to October 2013 and has also been concretized in another company, "Star_Tours 2014 Sh.pk", which was initially registered as "Ezel Albania" on October 24, 2013, just 4 days after Ilir Proda was appointed Head of Police Station No. 2 in Tirana.

Ylli Cara's partner in this company was Turkish citizen Hasan Abbas Kaplan, who had criminal problems in Turkey and hosted Ilir Prodan several times during his trips there. The company had a wide activity profile, including wholesale and retail trade, real estate, transport vehicles, medical equipment, gold and silver, and car rental.
Just three months after registration, this company became involved in criminal activities, including drug trafficking, gold smuggling and illegal money transfers through Albanian-Turkish networks based in Istanbul and Ankara. During this period, SHISH, the anti-crime and anti-trafficking units had filed the company and identified Ilir Prodan as an informant and supporter of Cara.
After being informed by Proda about the investigations against him, Turk Hasan Kaplan withdrew from the partnership on January 14, 2014, selling his share to Cara for only 49 thousand lek. Just two weeks later, on January 28, 2014, the company changed its name to “Star_Tours 2014”, but continued its illegal activity.
Because of this evidence, Ilir Proda was transferred from Tirana to Bulqizë. But the connection with Carë continued, with the latter using the terrain to control illegal activity in the chrome mines, through violence and extortion.
During the years 2017–2023, when Proda served as head of the most important sections in the State Police and as head of the Elbasan and Korça police forces, Ylli Cara had free rein to traffic people and money, bringing wanted persons across the border with false documents.
On January 28, 2024, Ylli Cara was granted a type "VII.1" license, formally legalizing the activity of transporting passengers inside and outside the country, including tourist trips, tickets, hotel reservations, and more. An activity that it previously carried out without a permit with 11 vehicles, which were renewed every 6 months through permits issued by the Directorate of Road Transport, under the direction of Blendi Gonxha./ Pamphlet
