SPAK has the obligation to investigate these actions: through which bank did these millions of Euros leave Albania, which ministry or municipality paid them; on behalf of which individual or private entity were paid: who carried out their transfer to Dubai and for what reason and to which person...
After the statement of the former deputy prime minister Arben Ahmetaj, the head of SPAK, Altin Dumani, has an institutional obligation to react with a public stance, for his denunciation, that 60 million Euros of funds paid by the government for the Tirana landfill were sent to Dubai.
In order to find those who extorted 60 million Euros and took them to Dubai, SPAK must investigate the traces of these actions:
- Through which bank, transfer agency, post office or non-bank fund of the type "Tranzit Sh.A", "IuteCredit" and "Besa", did the 60 million Euros of the Tirana Landfill come out of Albania?
- Which ministry or municipality paid them through the State Treasury?
- In the name of which individual or private entity, who had and are related to the Tirana landfill, were these millions of Euros paid and did they follow their investment in the landfill?
- Who carried out their transfer to Dubai, and for what reason and to which person there?
- Could they have been transferred outside the banking line by air route Tirana-Dubai, by the landfill owners who have paid the Municipality of Tirana and the Ministry of Energy-Infrastructure?
To find the chain of actions, the reference for SPAK is Concession Contract No. 6597, dated August 31, 2017 with the firm "Integrated Energy BV SPV" for the Tirana Landfill, where the beneficial owners were the Italians Giuseppe Ciaffaglione, Salvatore Russelli and Alberto Presezzi.
Another reference for SPAK is the fact that on May 10, 2022, the Italian Alberto Presezzi became the owner of the Tirana Landfill with 40%; and 40% French Max Abitbol and French Dominique Marcelle Obadia Abitbol, who are property representatives of Kosovar Blerim Hoxha.
The clue to find out the people who took the millions from Tirana's landfill and took them to Dubai, is the statement of the head of SPAK, Altin Dumani, on August 1, 2023, when he said that the actual owners are Klodian Zoto and Mirel Mërtiri.
Another track of the investigation is the fact that three months after the 12 Albanian banks rejected the fraudster Mohamed Alabbar's request for a 130 million Euro loan; on December 15, 2022, in a paid TV interview with Sokol Balla, he said: We have taken the first step to secure financing.
While on January 4, 2024, in the paid interview on Aleksandër Frangaj's television, the self-proclaimed "Sheikh" Mohamed Alabbar said that the initial funds have been found to start the construction of the first buildings in Durrës.
So, we have the statements of Mohamed Alabbar about finding the initial financing of the buildings in Durrës, and the statement of the former deputy prime minister Arben Ahmetaj, that 60 million Euros from Tirana's landfill have been transferred to Dubai.
The question that is asked is this: - Will the 60 million Euros stolen from the funds of the Tirana Landfill, as allegedly "Arab financing" for the "Alabbar" buildings in Durrës, be returned?
But another track can be investigated, that these 60 million Euros could be part of the secret partnership of 20% of Landfilli i Tirana; the owners of which, SPAK can discover through the trace of payments and direct or indirect financial transfers./ Pamphlet
