American professor Daniel Serwer, speaking about his recent visit to Kosovo, said that Kosovars were more interested in hearing his assessment of Kosovo than developments in America.
He estimates that the incumbent Prime Minister, Albin Kurti, may prefer to take Kosovo to a fourth election if a political agreement is not reached on the creation of new institutions.
“The country has had to hold three elections in less than 16 months. It still does not have a new president or a fully-fledged government. Prime Minister Albin Kurti’s Vetëvendosje movement, in power since 2020, has enough seats, along with minority representatives, to secure the necessary majority in the Assembly. But a two-thirds majority is needed to elect a president. The fragmented opposition is not ready to support the candidates proposed by Kurti. It is not clear whether the opposition can agree on a candidate of its own. It is also not known whether the prime minister would support an opposition candidate if that were to happen. He may prefer to take the country to a fourth election ,” he wrote on his website.
Serwer added that this move would risk angering the electorate.
“ Turnout in the last election was lower, as was support for Kurti. The population wants politicians to continue doing their jobs. Polarization is making this difficult ,” he writes.
Serwer stressed that the opposition fears that Kurti wants to change the Constitution, which includes minority rights that he does not like.
" She also thinks he has acted arrogantly and even un-Americanly or authoritarianly in his handling of some issues. This makes compromise difficult ," Serwer writes.
