Eral Myftaraj, the businessman from Gramsh, has appeared before SPAK to testify about the alleged corrupt tenders that have brought him 60 million euros, while investigations show his connections with former minister Bledi Çuçi and criminal gangs.
Gramsh businessman Eral Myftaraj appeared this Monday at SPAK, responding to the summons of the BKH without a lawyer and in the capacity of a person in knowledge, while sources from SPAK indicate that his testimony is related to several public tenders that are being investigated and that are suspected of being won under corrupt conditions. His appearance comes at a time when investigators have intensified controls over his suspicious activity, establishing wiretaps and closely monitoring his movements.
All this activity of his for years has created an entire business empire on the back of the state budget, where with just two of his companies, Meteo shpk and AL-MEXWOOD shpk , Myftaraj has benefited from around 60 million euros in public tenders, becoming one of the largest beneficiaries of public funds in the Elbasan Region and beyond. The Meteo company, specializing in construction, has brought him around another 45 million euros, while AL-MEXWOOD has secured over 6 million euros, but the total of his transactions from the State Treasury from 2019 to date reaches the staggering figure of 33 billion lek, or around 300 million euros, making it clear that we are facing one of the largest devourers of public money in the country.
This businessman, who lives like a true sheikh among luxury villas, expensive cars, yachts and vacations in exotic places, openly challenging justice and equality before the law, has not managed to build this empire solely with his entrepreneurial skills, but thanks to close clientelistic and corrupt connections with an entire network of public and political officials, the main one being the former Minister of Interior and Agriculture, Bledi Çuçi.
Myftaraj's relationship with Çuçi is not simply a casual acquaintance, but a de facto partnership openly declared by Myftaraj himself, who has claimed that he had businesses together with the former minister, and it is precisely this connection that has prevented any law enforcement institution from touching him and continues to do so, despite numerous evidence of fraud, tender manipulation, bribery and money laundering.

Vetëm gjatë 7 viteve të fundit, Myftaraj ka marrë tenderë nga Bashkitë e Gramshit, Elbasanit, Librazhdit, Tiranës, Dimalit, Rrogozhinës e Shijakut, nga Ujësjellësi i Elbasanit, nga Drejtoria e Parqeve në Tiranë, nga Spitali i Elbasanit, nga Bordi i Kullimit Korçë, nga Ministria e Bujqësisë dhe nga FSHZH, duke krijuar një rrjet të gjerë ku funksionarë të ndryshëm kanë firmosur kontrata të dyshimta, mes të cilëve Erinda Fino, Tomorr Zaimaj, Luan Tabaku, Çlirim Puto, Dasantila Tahiraj, Irland Sina, Juliana Memaj, Antonela Dedej, Nuri Belba, Arben Asllani dhe Dritan Agolli.
Një nga rastet më flagrante është ai i tetorit 2024, kur Bashkia Gramsh shpalli kompaninë Meteo fituese të tenderit me vlerë 800 mijë euro për ndërtimin e pritave në bregun e lumit Devoll, ku oferta e Myftarajt ishte gati sa fondi limit duke ngritur dyshime të mëdha, dhe Kontrolli i Lartë i Shtetit konstatoi se ai kishte marrë pagesa për punime që nuk i kishte kryer, duke mashtruar me volumin dhe cilësinë e hekurit të përdorur, për të cilën KLSH i kërkoi Bashkisë së Gramshit të verifikonte nëse pritat ishin ndërtuar sipas kontratës dhe të arkëtonte vlerën 1.3 milionë lekë për punime të pakryera.
Po ashtu, Qendra Spitalore Rajonale Berat, e drejtuar nga socialisti Arben Konomi, ka shpallur fituese kompaninë AL-MEXWOOD të Myftarajt për një tender furnizimi me pelet druri me vlerë mbi 90 milionë lekë, ku oferta më e ulët u skualifikua dhe tenderi u shënua me flamur të kuq për dy shkelje të ligjit të Prokurimeve Publike.
Shtrirja e këtij karteli kompanish të kontrolluara nga Myftaraj, që përfshin jo vetëm Meteo dhe AL-MEXWOOD, por edhe ALMEX GREENWOOD, Aga Solar Park Holding's, Albanian Archives dhe HXH, tregon një strukturë të organizuar për të përvetësuar para publike, për të pastruar miliona euro dhe për të devijuar fonde nëpërmjet transaksioneve të dyshimta drejt xhepave të zyrtarëve dhe figurave të krimit.
Koncesioni i dhënë nga kryeministri Edi Rama për Fidanishten Shtetërore të Cërrikut, një pasuri prej 10 mijë metrash katrorë që Myftaraj e mori falas për 35 vjet, së bashku me një fond ndihme prej 875 milionë lekësh, është një tjetër shembull i dhuratave që pushteti i ka bërë këtij biznesmeni të lidhur ngushtë me emrat e fortë të politikës.
'Xhambazi' Eral Myftaraj is not limited to corruption and tender fraud. According to sources, he was part of Zamir Balliu's gang (but not only), which deals with iron-nickel smuggling, car trafficking and drugs, and it is precisely these connections with the world of organized crime, combined with the political protection of former minister Çuçi, that have provided him with a kind of invulnerability that has kept him away from any legal intervention up to this stage. This phenomenon of the approach of criminal figures from the dome of power, which orders directors and mayors to allocate public funds to collect money for votes and to fill the pockets of the powerful, seems to be becoming increasingly apparent, and Myftaraj's call to SPAK could be the beginning of a unraveling of this dirty relationship between politics, crime and public money.
The latest tender that has attracted the attention of investigators is that of the water supply of the villages of Trash and Karthnek in Peqin, where the director of the Elbasan Water Supply Company, Luan Tabaku, appointed by the Elbasan gangs, devised an accelerated tender within 10 days and awarded it to the Myftaraj company AL-MEXWOOD in the amount of 2.7 million euros with VAT, or 99.3 percent of the limit fund, calling it an open competition with the lowest bid, while in fact there was no other competitive bid, but only the bid of the company of Bledi Çuçi's friend and partner, which formally joined two other companies linked to the socialist dome. This tender, awarded through table bargaining, with an expedited procedure, has served to continue the same unpunished model that has brought Myftaraj millions of euros from the budget, while now SPAK investigators are trying to collect enough evidence to break this protective wall that has kept him untouchable for so many years.
After the finalization of the 7 million euro tender for the Elbasan Waterworks in July 2023, Myftaraj changed his phone number, disappeared his phones, documents and computers, an action that clearly shows that he is aware of the danger surrounding him and is trying to destroy the evidence before investigators can catch him. But his summons to SPAK, without a lawyer and as a person in the know, shows that special prosecutors are tightening the noose and that his testimony could be crucial in uncovering one of the largest corruption schemes financed with public money in the country. The question that remains is whether this time justice will manage to penetrate beyond the political shield that has protected Myftaraj and whether the sheikh of tenders will finally step down from his luxury to face the law. /Pamphlet
