ADELINA GRECA , Director of the National Agency for Territorial Planning; appointed to this position in December 2013; former Head of Territorial Planning at the Municipality of Tirana until July 2011, when Edi Rama was mayor.
Its task is to make and implement urban planning of the territory according to the regulatory plans of cities, rural areas and the coastline, but for 13 years it has been making territorial plans, falsifying maps according to the plans of the land grabbing and construction mafia.
According to the law, she must approve and control the legal and urban planning compliance for the development of every square meter of land, coast, forest and plot of land that is given for construction, but she signs every project in the area of the territory that Edi Rama stakes out and orders, which is why she is called his "Topographer".
ELIRA KOKONA , Director of the Albanian Investment Corporation, appointed on October 16, 2023, with the influence of Çengjëll Agaçi, who, in addition to having her as an employee in his law firm, appointed her as Secretary General of the Ministry of Culture, Secretary General of the Ministry of Justice and Deputy Secretary General of the Prime Minister's Office.
The Albanian Investment Corporation was intentionally created in July 2020 by Edi Rama, to plunder state lands, plots, natural parks, and facilities for private construction businesses, through transfer to this corporation.
It is through this corporation that Edi Rama devises and approves projects for towers, resorts, hotels, such as the spaces around stadiums, the Congress Palace, the Tirana Cadastre, the "Asllan Rusi" Sports Palace, the Children's Home in Tirana, land for the alleged "Durana Tech Park" in Xhafzotaj, etc.
Elira Kokona was selected as the most suitable and trusted to sign the seizures of land, plots, state facilities and the approval of projects for private construction.
LORENA GOXHOBELLI , Director of the Cadastre, appointed on July 31, 2024, as a friend of Niko Peleshi, who had her as an advisor at the Ministry of Agriculture and the Ministry of Defense.
