The Anti-corruption and Anti-fraud Office of the EU has expanded even before 2017, the investigation into the abuses of the "IPARD" funds that it has sent for agriculture in Albania; which were stolen and not given to farmers, but they built apartments, villas, restaurants, hotels and palaces for them.
In the information that "Pamphlet" has obtained from confidential sources in BKH, it is said that the Anti-corruption and Anti-fraud Office of the EU (OLAF) has taken to SPAK and Mrs. Suela Popa, wife of the former deputy of LSI, Vangjel Tavo , now Mayor of Himara Municipality.
This was the General Director of the Agricultural and Rural Development Agency (AZHBR) in the years 2013-2017, as a representative of LSI; years when the anti-corruption agency OLAF of the EU has discovered numerous abuses with IPARD funds, which the EU has sent to Albanian farmers.
According to the information, during the period January 2014-April 2017, by order of the former director Suela Popa and in cooperation with her subordinates, false documents were made for 16 million Euro tenders, declaring fictitious services and investments.
However, in the AZHBR files verified in the field, it was found that 176 million Euros were given to farmers for greenhouses, cold rooms, agricultural machinery, vineyards, olive groves, beekeeping, orchards, livestock purchases, stables and product production-processing lines. agro-livestock.
From the investigation of OLAF, it has been found that they were given to persons and entities that had no connection with agriculture, but filled out false documents as if they were farmers and as if they allegedly invested in agriculture, livestock and processing lines.
Even the former director of LSI Suela Popa and the wife of Vangjel Tavos, has signed a false control act, deceiving that she and the AZHBR teams have verified and concluded that the given funds were invested according to the destination in agriculture and animal husbandry.
In fact, the verification that the EU OLAF did on the ground according to the files of the beneficiary names, revealed that out of 176 million Euros of IPARD agricultural funds, which AHZBR has given by order of director Suela Popa during the period January 2014-April 2017; nearly 94 million Euros were used for the construction of buildings, villas, hotels and guesthouses, by persons connected to SP and LSI.
Only 11 million Euros have been given to farmers, while 82 million Euros do not appear as investments at all; even with fake papers, in some cases they were given to firms that did not exist in the CKB.
The same goes for people who died before 2013, but the leaders of AZHBR have declared them as alive, as applicants and beneficiaries with fake papers, a fact that is being investigated as theft.
In 2017, these files of abuse, forgery and theft signed by Suela Popa and her staff; the successor director Frida Krifca of the SP hid them; even this made the same attacks in the years 2017-2021 and disappeared many files, with the opinion that they would not be investigated.
They would never be investigated by Albanian justice, but the EU OLAF office investigated and discovered them; which for 3 years has submitted the report and report to SPAK, but SPAK is not acting; the file of the former Director of AZHBR, Suela Popa, was even added to it, for the same abuses in the years 2014-2017, with the agricultural funds that the EU has sent to farmers.
