Traffickers, murderers, internationally wanted and names linked to mafia groups have received permits to build in every corner of Albania. Rama publicly admits: I don't care where the money comes from, what matters is that it is built...
In a public interview, Prime Minister Edi Rama said it openly:
I have given and will continue to give building permits for palaces, towers, and resorts – and I don't want to know where the money comes from.
This is an official admission of the state's capture of the illegal economy, a clear signal to the entire criminal world that there is an open door in Albania; if you have money to invest in concrete, you are welcome. No one asks about the origin.
And when the Prime Minister and the Chairman of the National Territorial Council himself says this, then every construction permit granted by him is no longer just an urban authorization, but institutional cooperation for laundering criminal money.
Money that comes from crime builds Albania, with state-ism
Open files and international and domestic investigations clearly show that an overwhelming portion of construction permits are in the hands of individuals with documented criminal histories. Here are just a few of the names:
Ervis Doci, a well-known drug trafficker, has obtained a permit for a tower in Durrës.
Gjergj Luca, in addition to 155 thousand m² of property acquired for 1 euro, has obtained permits for restaurants and funds from AZHBR.
Dajlan Avdia, with a portfolio of permits for towers in the center of Tirana and resorts on the coast, with hundreds of hectares of state land.
Lul Morina, with a resort in Himara and the “Radisson Collection” hotel in Tirana.
Pëllumb Gjoka, arrested by SPAK, but previously declared a “strategic investor”.
Roland Ziu, partner with former minister Çuçi, has obtained tourist and transport concessions.
Ervin Mata, wanted by SPAK, with permits for towers and resorts throughout Albania.
Mirel Mërtiri, with incinerators and construction projects throughout the country.
In addition to them, dozens of other names linked to trafficking, murder, Albanian and international mafia groups, have received permits to build palaces, villas, towers, yacht ports, hotels, farms and private airports.
The list is long. But the most frightening is the silence of the state.
Anti-Mafia Law? Blocked by Babloku
According to the Anti-Mafia Law, before a construction permit for investment is granted, information must be requested from the State Police, SHISH, the Directorate of Financial Intelligence, Taxes and Banks. None of this has been done. Because the order is political: “Do not hinder investors.”
In fact, in his 2022 annual report to the Assembly, Altin Dumani stated that 90% of the construction sector in Albania is covered by dirty money.
But what he did not say is that SPAK has not targeted any of these names with obvious wealth without a justified source.
This is no longer negligence. It is institutional reconciliation.
Babloku accepts it! SPAK tolerates it! The administration serves it! And Albania is built on the foundations of crime.
In Albania, crime has built not only the towers, but also the system that legalizes them.
It is sitting in the offices of the KKT. It is embedded in the laws of "strategic investments". It has roots in the offices of the prime minister, in the territorial agencies, in taxes, in mortgages.
And Rama, not only does not stop it, but facilitates it. He encourages it. He publicly supports it. Because for him, development is measured by the volume of concrete, not by the source of capital.
