The case of the couple Amantia Xhafaj and Ditjon Baboçi, daughter and son-in-law of former minister and MP Fatmir Xhafaj, is proof of the fact that state assets are being plundered and alienated into private assets, through clientelistic concessions signed by Prime Minister Edi Rama.
Information received by "Pamfleti" reveals that Fatmir Xhafaj's daughter and son-in-law, two weeks ago, registered in the cadastre, in the name of the company "Dion Energji", the surface of 50 thousand m2 of coastal land in the village of Grykë-Topojë in the Seman beach area in Fier.
The company "DION Energji" sh.pk is 50% owned by the daughter and son-in-law of Fatmir Xhafaj and 50% owned by the builder Artan Sako, brother of the former chief guard Gramoz Sako, currently the mayor of Tepelena, who built Linda Rama's palace and received around 170 million Euros in tenders during Edi Rama's 13 years in power.
Through "DION Energji" sh.pk, the couple Amantia Xhafaj and Ditjon Baboçi and their partner Artan Sako, have received the concession for the investment, construction and use of the Photovoltaic Park in Topoja, Fier, located on the coast of Seman beach.
According to the project, the National Council of Territory and Water has designated 35,245,000 m2 for the construction of the "Xhafaj-Sako" Photovoltaic Park for the joint venture families, but the mayor of Fier, Armando Subashi, has given them 50,000 m2, a decision he keeps secret.
They have taken this area by the sea in Seman into use under an emphyteusis contract for 10 years, but have registered it in the cadastre as property owned by them, when it is state property administered by the Municipality of Fier.
It is not difficult to understand which institutional leaders, and by what order from above them, have favored the daughter and son-in-law of Fatmir Xhafaj and the builder Artan Sako, to register as their ownership 50 thousand m2 of state land, given for use for the photovoltaic energy business.
It is also not difficult to understand that out of the 35,245,000 m2 of land designated for the Photovoltaic Park project, Fier Mayor Armando Subashi has given them 14,755,000 m2 more land on the Seman coast in Fier; specifically to build villas and beach mansions.
A serious scandal is the fact that Prime Minister Edi Rama granted the construction permit on September 25, 2024 with Decision No. 55; but after 1 year, on September 25, 2025, he issued another decision with No. 65, approving the permit with conditions, without setting any conditions.
On April 6, 2023, about 30 months before the issuance of the construction permit by the National Territorial Council, partners Xhafaj and Sako signed the contract for the construction of the Photovoltaic Park with the Concessions Directorate at the Ministry of Infrastructure-Energy.
Over 3 years before the construction permit, specifically on June 28, 2022, they signed Agreement No. 6359/2 with the OSSH, for the emergency electricity supply line for the Photovoltaic Park area.
With an Environmental Impact Decision dated November 13, 2024, about 1 year before the permit was issued, the National Environment Agency granted an environmental permit for the construction of the Photovoltaic Park on the coast, with the report stating that it does not harm the environment.
