The Minister of Education, Mirela Kumbaro, part of the government's alliance of thieves, has been involved in another clientelistic affair, introducing thieves into the "Luigj Gurakuqi" University of Shkodra.
On April 2, 2026, through the majority of votes on the Board of Administration of the University of Shkodra, Minister Mirela Kumbaro elected administrator Mark Ndoc Molla, sentenced to 8 years in prison for theft by a final court decision, and is only 2 months away from retirement.
On the afternoon of March 31, 2026, two days before the vote, Mirela Kumbaro met at the ministry with the 4 members of the board of the University of Shkodra: Ema Kristo, Ermir Repaj, Genc Spahia and Kristian Preçetaj, who were appointed by the Ministry of Education and are directly subordinate to the minister.
She ordered them to prepare the ground and vote for the position of administrator, the thief and pensioner Mark Molla, the most suitable person to steal state funds and financial income at the State University of Shkodra.
The four board members, representatives of the Ministry of Education, with the power of a majority vote, ignored the criterion of conviction by a final court decision, to pave the way for the proposal, election and appointment of the thief Mark Molla, sentenced to 8 years in prison for theft in his previous duties.
The university administrator was supposed to be elected on March 2, 2026, but until they cleared the criteria for Mark Molla's conviction, Minister Mirela Kumbaro ordered the 4 members of the board representing the ministry, who have the majority, not to appear at the board meeting, so that the quorum would not be met.
On the afternoon of March 31, he summoned them to the ministry and instructed and ordered them to vote for Mark Molla for the position of administrator; a fact proven by the maximum points given to him by board members Ema Kristo, Ermir Repaj, Genc Spahia and Kristian Preçetaj, representatives of the ministry.
It is not without strong vested interests that Minister Mirela Kumbaro personally committed to placing Mark the thief at the head of the board of directors of the University of Shkodra.
Although according to the law, persons with criminal convictions cannot be managers or part of the staff that administer public universities, especially in the financial sector, the subject for which they have been convicted of theft.
But even if Kumbaro and the 4 majority members of the board representing the Ministry of Education did not know that Mark Ndoc Molla had been in prison as a thief, the moment this fact was discovered, proven with Criminal Evidence and published, his appointment should be canceled.
As a reminder, Mark Molla was the Administrator of the Shkodra Water Supply Company at a time when the Municipality was run by the DP; a time when the Supreme Audit Office (SAO) discovered millions of lek in theft through tenders, rental contracts, falsification of income from water bills and fictitious employment. The SAO even demanded his dismissal and exclusion from public administration.
But these criminal and administrative measures as a thief did not prevent his appointment as administrator of the University of Shkodra, because, in addition to other criminal connections, he abandoned the DP and, together with his two sons Emiljano and Kristjano Molla and their fellow bandits, gathered votes for the SP with money and pressure./ Pamphlet
