The annual report of the Commissioner for Civil Service Oversight for 2025 highlights 1,279 appointments in violation of the law, in a year that coincided with parliamentary elections. The violations are mainly concentrated in local government, where over 1,000 cases are registered, while independent institutions do not present any violations. The document also reflects a high level of mobility in the administration during this year.

The Commissioner for Civil Service Supervision has exposed the government and the heads of municipalities, as during the election year, there were appointments in the administration in flagrant violation of the law.
According to the annual report submitted to the Assembly for 2025, out of 16,343 job positions monitored in total, 1,279 were filled in violation of the law, accounting for 7.3% of cases. At the same time, 12,976 positions were filled according to the rules, while 2,088 remain vacant.
The main burden of violations falls on the local administration. 1,016 of the illegal appointments belong to municipalities, making this level of administration the epicenter of the problem. The report highlights high concentrations in several municipalities with a large volume of employment, with Kavaja standing out with 106 cases, Malësia e Madhe with 65, as well as Rrogozhina and Saranda with 60 cases each. Bulqiza is next with 47, while Hasi and Lezha have 45 cases each.
In stark contrast, independent institutions do not result in any cases of appointments in violation of the law, creating a marked difference in the way procedures are implemented.

The report's data also shows high turnover in the administration this year. Local administration also leads in the number of terminations of employment with 325 cases, followed by state administration with 278 and independent institutions with 67.
The reasons for departures are dominated by individual and demographic factors. Resignations account for the largest share with 359 cases (53.6%), while retirements account for 170 cases (25.3%), together constituting about 77% of the total. Meanwhile, departures for disciplinary reasons remain minimal, only 16 cases, which according to the report's analysis shows that movements in the administration are more related to personal choices and the natural course of a career than to punitive measures or structural reforms.
The report also highlights other cases such as the closure or restructuring of institutions (21 cases), refusal of position after restructuring (3 cases), poor performance (4 cases) and conflict of interest (1 case).
Overall, the year 2025 appears as a period where the employment process in the administration, especially at the local level, has been accompanied by a considerable number of procedural violations, at the same time that the country was developing one of its most important political processes. / Pamphlet
