Until now, in the SPAK file for the "Beqja-Kurtulaj" group, thefts in health, concealment of shares, tenders with false documents and money laundering through the "Good Health" and "FIAA" associations of Ermal Kurtulaj and Ilir Beqja's restaurants have been filed. Ermal Mamaqi and Dhurata Thanasi.
But after a denunciation received in the "Pamphlet" and the investigation carried out, we discovered that Ilir Beqja, when he was Minister of Health and his subordinate Ermal Kurtulaj, Director of Contract Management at the Health Care Fund, committed a "silent" theft with worth 4 million Euros.
They carried out this theft through the Health Project "Improve Primary Health Care", designed by Ilir Beqja for the alleged revival of public health service in health centers and communities of 10 small suburban towns.
In the program of this project, there was quality counseling in the primary health service, for the population affected by the epidemics; for the readiness of health centers through efficient environments; the experience of surveillance of warning diseases, the response to epidemics, the fulfillment of the mission of health workers and the ability to communicate with the population.
The fictitious project has been declared with letters, as if it was implemented in the municipalities of Kamëz, Pukë, Klos, Kuçovo, Kolonje, Has, Tepelënë, Patos, Selenica and Bulqizë, with funds from 400 thousand Euros, which according to the documents, the councils of the primary health service of residents.
Former minister Ilir Beqja appointed his subordinate Ermal Kurtulaj as leader in this project, while Artjola Zaimi, secretary at the American Hospital, was appointed project coordinator.
We specify that such a health project called "Enhancing Primary Health Care-Kelcyre" (EPHIK), was implemented in Këlcyre during the month of July 2022 by the Joint Committee of Albanian-Italian Governments (IADSA) worth 340 thousand Euros, launched after the request made by the Ministry of Health.
But even this health project with Italian funding was given to Ilir Beqje by Minister Ogerta Manastirliu; confirmed by the fact that the Managerial Director of the project was again the realtor and his subordinate Ermal Kurtulaj, with a monthly salary of 1.5 million ALL.
