Russia's Investigative Committee announced that the victim is Senior General Fanil Sarvarov, head of the operational training department of the armed forces.
According to preliminary investigations, the explosion was caused by a device mounted under the vehicle. Authorities are investigating several leads, including the possible involvement of Ukrainian intelligence services.
