Turkish President Recep Tayyip Erdoğan condemned the burning of the Koran in Sweden the day before.
Erdogan said that those who commit the heinous act and those who allow it under the guise of freedom of thought and turn a blind eye to this disgrace will not achieve their goals.
"We will react strongly until there is a determined war against terrorist organizations and enemies of Islam. Eventually, we will teach the Western monuments of arrogance that it is not freedom of thought to offend the sacred (articles) of Muslims ," Erdogan said.
"I want it to be known that we will never bow to the politics of provocation or the politics of threats ," he added.
Koran burning has become a mainstay of far-right extremists in Sweden, with Danish-Swedish far-right politician Rasmus Paludan making a name for himself with such acts. But Paludan was not behind Wednesday's action.
Although Sweden rarely bans protests or book burnings, a planned anti-NATO demonstration that would have also included a Koran-burning rally was blocked by Swedish police in February. Before that, far-right extremists had burned a Koran outside the Turkish embassy. This prompted Turkey to cancel a visit by the Swedish defense minister to Ankara, and President Erdogan said Sweden could not count on Turkey's support.
