Trump's veto power and the "pyramid" structure, how will the Peace Board work?

Shkruar nga Pamfleti

The reconstruction requires $50 billion, but so far only $5 billion has been pledged. Donald Trump has secured almost absolute power for himself: only he can invite a member, has the right to veto all decisions and even "create, modify or dissolve subordinate bodies."

This time he is sending his foreign minister to Washington because during election campaigns it is better not to be photographed shaking hands with Turkish or Qatari envoys. Benjamin Netanyahu is thus giving up a chance to meet Donald Trump, they would have met for the eighth time in thirteen months. However, it was Bibi who signed the letter of acceptance to the Peace Board, a hand almost forced by the American president, who would not have accepted a refusal.

countries

In addition to Israel, twenty-six countries have so far agreed to join the Board as founding members. Among them are Albania, Turkey, Qatar, Jordan, Saudi Arabia, Indonesia, the United Arab Emirates and Argentina. The only Europeans are Bulgaria (however, awaiting parliamentary ratification) and Hungary. Italy participates as an observer. Netanyahu's opposition to the presence of the Turks and Qataris, who he has accused of being "sponsors of terrorism", has not deterred Trump, who considers them allies in the region.

NATURE

It is a pyramidal structure with Pharaoh Donald at the top, who as president of the "Board" has guaranteed himself almost absolute power: only he can invite a member, has the right to veto all decisions and also "create, modify or dissolve subordinate bodies". These are: the Executive Committee, which includes, among others, Marco Rubio, the US Secretary of State; Tony Blair, former British Prime Minister and former Middle East Quartet envoy; Jared Kushner, Trump's advisor and son-in-law, and Steve Witkoff, the president's trusted negotiator.

On the ground, in Gaza, will be Bulgarian Nickolay Mladenov, former coordinator of the United Nations peace process, who will be the link between the Executive Committee led by the Americans and the West, a larger Executive Committee for Gaza, and the National Committee for the Administration of Gaza, led by Ali Sha'at, who was the Authority's minister in Ramallah.

Ambition

It is he, along with a team of Palestinian technocrats, who will manage the 363 square kilometers during this transitional phase. As if this mission were not complex enough, Trump's ambition is to see the Council as a place with "unlimited potential," meaning it should extend to the rest of the world, in competition with the United Nations.

Trump announced that the guests had already pledged “five billion dollars”: $1.25 billion each is expected to come from the Emirates, Qatar and Kuwait, with the United States guaranteeing the same amount. The figures still don’t add up: the European Union and the World Bank estimate that at least $50 billion will be needed to rebuild the territory devastated by two years of war. Eighty percent of the buildings are damaged and the rubble hides unexploded ordnance and toxic materials. Over two million Palestinians live crammed together in tent camps and among the rubble.

Multinational force

Trump plans to send international troops to stabilize Gaza; at the moment, Indonesia alone is willing to send 8,000 troops. Israeli troops remain stationed in more than half of the Strip, and Netanyahu is not ready to withdraw them until the territory is demilitarized. The multinational force would move through volatile areas: despite the ceasefire, clashes and bombings are daily. Above all, it would have to disarm Hamas. The Americans could agree that the organization keep its machine guns and hand over weapons that it could use to attack Israel, while the Israeli prime minister also considers the Kalashnikovs and the part of the tunnel that has not yet been dismantled as threats./  Corrierie della Sera
