UK Development Minister Jenny Chapman told the BBC that Israel is "using hunger as a weapon of war" in Gaza.
Chapman said Israel was withholding food in order to force people to move.
"This is not something that the UK, or any of our partner governments, can stand by and allow to happen," she said.
Chapman also said the UK government had a "very clear message to Israel: they should not do this".
"Israel had every right to defend itself. It has every right to take the hostages back. It has every right to react to what happened, which was disgusting, on October 7 ," she added.
"We've been clear about this from the beginning, we've supported Israel all along. This is too much. This is harming the hostages. This is reducing the possibility of getting these hostages out alive," Chapman continued.
Chapman stated that if Israel wanted to return the hostages, they should negotiate and they should reach a ceasefire and a solution.
The comments came after the UK suspended talks on a trade deal with Israel, recalled the country's ambassador and imposed new sanctions on West Bank settlers, while Foreign Secretary David Lammy called the military escalation in Gaza "morally unjustifiable".
