Two Iranian jets were seen flying eastward on April 21, in a development that coincides with preparations for the second round of Pakistan-brokered talks between Iran and the United States...

Two Iranian aircraft were tracked in Iranian airspace on April 21 as they flew east towards Pakistan, on what appeared to be a delegation flight for the second round of Pakistan-brokered talks with the United States, IntelliNews reported.

Live flight tracking data showed that these were the only planes over Iran at the time. Both were operated by Iranian airlines and were following an easterly trajectory that matched routes to Islamabad.

Tracking data for one of the planes was deactivated mid-flight, suggesting that the flight from the free trade zone in Kish sought to maintain a low profile.

This move coincides with the arrival in Pakistan of US Vice President JD Vance for talks, along with White House advisers Steve Witkoff and Jared Kushner.

A Pakistani source involved in the discussions told Reuters on April 21 that the talks remained on track to take place on April 22 and that US President Donald Trump could attend in person or virtually, if an agreement was signed.

The two-week ceasefire between the US-Israeli coalition and Iran expires on the same day.

Axios reported that Iran's participation was approved by Supreme Leader Mojtaba Khamenei on the evening of April 20, after a day during which the White House received a signal from Tehran. IntelliNews said it could not verify this claim with Iranian sources.

Mojtaba Khamenei has not appeared in public since succeeding his father. Ayatollah Ali Khamenei was killed in the first attacks of the war on February 28. Mojtaba is believed to have been seriously injured in the same attack.

Iranian state media, including the Tasnim News Agency, had previously insisted that the second round of talks would not take place without the US naval blockade being lifted.

Among the issues that remain unresolved between the two sides is the length of any suspension of Iran's uranium enrichment. Washington has proposed a 20-year hiatus, while Tehran has offered a period of three to five years.

Iran has demanded the lifting of sanctions, while the US has demanded that highly enriched uranium be removed from Iranian territory.

Iran reopened six airports on April 18, including Mehrabad and Imam Khomeini International Airport in Tehran, as well as airports in Mashhad, Birjand, Gorgan, and Zahedan. Mahan Air has resumed regular international services to Dubai, Lahore, Shenzhen, Beijing, Shanghai, and Sulaimaniyah. However, foreign airlines have not resumed flights over Iran, due to the US naval blockade, the imminent expiration of the ceasefire, and threats of escalation from Trump, including recent calls for regime change.

The fact that foreign airlines continue to avoid Iran, even though Iranian planes appear to be carrying negotiators, indicates deep uncertainty over whether the talks in Islamabad will produce an agreement.
