The authorities have declared a state of emergency in New York due to the situation aggravated by the floods.
Civil defense teams have gone out on the streets to help people in difficulty. The water rose fast and furious, catching some commuters by surprise as they drove through the Friday morning rush hour, CNN writes.
Many of the city's subway and highway systems have been flooded, making it impossible for citizens to move around. People in Times Square complained about rail line delays.
"This is the first time I've been back to New York in years. I got here around eight o'clock in the morning, and I ended up walking in the rain for hours because the railway lines were not working due to the floods. I was on the wrong road to catch the bus I needed, but there was a risk that it wouldn't come either", said a citizen.
In Mamaroneck, an area north of the city, emergency officials used lifeboats to rescue people trapped in buildings.
"This is a dangerous, life-threatening storm," said Gov. Kathy Hochul, who urged residents to stay indoors.
Despite the situation created by the floods, the city's public schools continue to be open.
