Italy and Germany are reviving their political and strategic alliance at the heart of the European Union. At the end of the intergovernmental summit held in Rome, Prime Minister Giorgia Meloni and German Chancellor Friedrich Merz signed the protocol on an Italian-German action plan for bilateral and strategic EU cooperation. This document reaffirms the central importance of the transatlantic link between Europe and the United States and their shared commitment to respect international law, including the principles of territorial integrity and sovereignty.
In the agreement, Rome and Berlin emphasize that a strong relationship with Washington remains a cornerstone of European security, based on shared values and converging interests, in an international context marked by open conflicts, regional instability and competition between great powers. At the same time, the two governments reaffirm their responsibility, as founding states of the European Union, to promote the integration of the community so that the EU can act more effectively in defending its values and strategic interests.
The summit also represented a political relaunch of bilateral dialogue after months of intense discussions on key European issues. Italy and Germany shared the need to strengthen the Union's decision-making capacity, reducing internal fragmentation and accelerating reforms affecting competitiveness, the single market and industrial policy. Particular attention was paid to supply chains and critical raw materials, a topic that has become central to the European debate in light of external dependencies and global geopolitical tensions.
The two leaders pledged to seek "structural reforms, a sustainable simplification agenda, legislative restraint, unbureaucratic and business- and small and medium-sized enterprise-friendly implementation of EU initiatives, as well as improved framework conditions without compromising policy objectives and relevant standards".
For Rome and Berlin, "close joint cooperation on the implementation of the Single Market Strategy will help reduce remaining obstacles, especially to the free movement of goods and services."

Mbështetja për zbatimin e planit të SHBA-së për t'i dhënë fund konfliktit në Gaza dhe angazhimi për të punuar drejt një zgjidhjeje me dy shtete janë ndër parimet qendrore të Memorandumit. Në dokument, Roma dhe Berlini pohojnë se dialogu i tyre politik do të koordinohet gjithashtu ngushtë në përgjigje të luftës së agresionit të Rusisë kundër Ukrainës duke përfshirë sanksionet, mbështetjen për përpjekjet e vendit për qëndrueshmëri dhe rindërtim, si dhe iniciativat që synojnë arritjen e një paqeje të drejtë. Ky kuadër përfshin gjithashtu mbështetjen për iniciativën e SHBA-së për Gazën, me qëllimin e deklaruar për të lehtësuar vuajtjet e popullsisë civile dhe për të hapur një rrugë të qëndrueshme politike.
Plani i Veprimit parashikon një dialog të strukturuar në një gamë të gjerë rajonesh strategjike gjeopolitike: nga Lindja e Mesme, duke përfshirë rajonin e Gjirit dhe Gadishullin Arabik, deri në Afrikën e Veriut, me vëmendje të veçantë ndaj Libisë, përmes Sahelit, Bririt të Afrikës, Mesdheut Lindor, Ballkanit Perëndimor, Kinës, Indo-Paqësorit dhe Arktikut. Koordinimi i marrëdhënieve të jashtme të Bashkimit Evropian me partnerët kryesorë ndërkombëtarë është gjithashtu qendror.
Në pjesën fillestare të dokumentit, Roma dhe Berlini kujtojnë gjithashtu sfidën e përbashkët të migracionit të parregullt, e cila duhet të adresohet në një mënyrë të koordinuar dhe efektive, duke parashikuar forcimin e partneriteteve globale.
Vëmendje e veçantë i kushtohet kontinentit afrikan. Të dy udhëheqësit riafirmuan gjithashtu intensitetin e miqësisë midis Italisë dhe Gjermanisë, e bazuar në rrënjë të thella historike dhe kulturore dhe vlera të përbashkëta të lirisë dhe demokracisë.
