Gratteri rejects propaganda about Caracas: Venezuela does not dominate global drug trafficking
Venezuela is not the center of global drug trafficking nor the "engine" of the world narcotics market.
This is the firm statement of the Naples prosecutor, Nicola Gratteri, who in an interview with "La Stampa" refutes the repeated accusations against Caracas. " Venezuela does not dominate nor direct the international drug market ," he emphasizes, adding that those who claim the opposite often do so for political purposes.
According to Gratteri, Venezuela's role is "marginal" when compared to the real hubs of international trafficking, which are mainly located in Central America and Mexico, the countries that constitute the main routes for drugs to enter the US and European markets.
Even on fentanyl, a hot topic in American political debate, Gratteri is clear: there is no independent evidence to suggest Venezuela is a manufacturing hub for synthetic drugs. Almost all of the production of fentanyl and other synthetic opioids takes place in Mexico. Attributing a central role to Caracas, he says, is a deliberate mix of political propaganda and criminal reality, with goals that go beyond the war on drugs.
“ The excessive focus on Venezuela as the epicenter of drugs is disproportionate and seems to justify diplomatic pressure and intervention, not a real attempt to stop international trafficking, ” says the Italian prosecutor.
The Venezuelan criminal group "Tren de Aragua" does not change this picture either. Its activity is mostly related to the trafficking and exploitation of migrants, not to drug trafficking on an international scale, Gratteri emphasizes.
He raises serious doubts about the US strategy, adding: “ If the arrest of President Maduro was truly based on the war on drugs, then Washington should focus on the countries that actually produce cocaine and synthetic opioids .” Hitting peripheral nodes, he warns, is ineffective: “ This is not how drug trafficking has historically been fought .”
According to Gratter, much larger geopolitical and economic interests are at stake in this issue, starting with indirect control of Venezuela's vast oil reserves, among the largest in the world. A familiar scenario, since "the war on drugs has historically been used as a narrative to hide strategic objectives."
In the current reality of drug trafficking, the main centers are Mexico, which constitutes the epicenter of the production of fentanyl and synthetic drugs; as well as the Andean countries – Peru, Bolivia and Colombia – which are the main source of cocaine. In this system, the Italian mafias play a central role: “The ' Ndrangheta is today the organization most involved in international cocaine trafficking ”.
But it is not alone. The Camorra, Cosa Nostra and the Apulian clans also retain significant parts of the market. And alongside these traditional structures, new actors are emerging with force, particularly Albanian criminal groups, which Gratteri identifies as a growing force in the transnational drug network.
The biggest problem, Gratteri concludes, is economic and financial. " Today, only 10-12% of narcotics are seized, while less than 1% of the profits they generate are seized. Without hitting the financial flows, the engine of this system remains intact ." /Pamphlet
