United Nations (UN) Secretary-General Antonio Guterres on Wednesday criticized what he called "chronic underfunding" of humanitarian aid around the globe, despite growing needs for such aid.

"Chronic underfunding and record levels of humanitarian needs are pushing the system to breaking point," Guterres told the Humanitarian Affairs Segment of the UN Economic and Social Council.

He added that until now, when half of the year has passed, only about 20 percent of the funds needed for humanitarian aid according to the UN Global Humanitarian Appeal have been received.

"This is causing a crisis within a crisis. Without a solution to the funding crisis, further cuts are inevitable," Gueterres said.

On Monday, June 19, international donors pledged nearly $1.5 billion in aid to Sudan, which has been hit by a severe humanitarian crisis that has displaced some 2.2 million people from their homes.

Before the conference, a UN request for $2.57 billion in humanitarian aid for Sudan this year was only about 17 percent funded, while a request for nearly $500 million for refugees leaving the country was only 15 percent funded.
