
This was not a surprise attack but a Russian security failure.
The Russian claim that Ukraine was involved in the attack is "absolutely impossible", says international affairs editor Dominic Waghorn.
Speaking in "The World", he says that it is unacceptable for the Kremlin to blame Ukraine.
Moscow floated conflicting claims that will confuse its domestic audience and leave them with a lingering question mark over whether or not Ukraine was involved. He adds that this will be used for propaganda by Putin as he points out that it is an attempt to strengthen their war against Ukraine.
The analyst also states that this situation caught Putin off guard as the military base was very close to the concert hall where the terrorist attack took place.
"There is a possibility that the Russians will use this now to justify a mass mobilization or other efforts that they want to strengthen their war in Ukraine. They will use this for maximum propaganda benefit. However, the attack showed that Russian security was not prepared, the National Guard base was close to the concert hall, but it took them an hour and a half to respond,” says Waghorn.
"They could have been there within five or six minutes reacting immediately, but they weren't ," adds security analyst Michael Clarke.
