The US president is withdrawing troops from Germany and moving them to Poland. His reasoning sends a problematic message to the Kremlin...

US Secretary of State Marco Rubio says the redeployment of US troops in Europe is “not a punishment” . This is clearly not entirely true. President Donald Trump announced the withdrawal of 5,000 troops from Germany only after he was angered by the German Chancellor’s statements about his strategy towards Iran. And now Trump has justified the move of the same number of troops to Poland by the fact that Karol Nawrocki, the candidate he supported, won the presidential election there.

This is not “just an ongoing process” of reviewing the global presence of US troops, as Rubio says.

Far from Article 5

In Europe, it has become customary to ignore or minimize these often erratic turns of Trump. This could be done in this case as well. Many things still remain unclear, but in principle it would be good news if the US contingent in Poland were not reduced, as seemed possible only a few days ago. Today, Poland is one of the frontline states of NATO, and no longer Germany as it was during the Cold War.

Yet part of the success of military deterrence is strategic communication. Once again, Trump is sending Moscow a fatal signal: one conclusion Putin can draw from the contradictory moves of recent weeks is that Trump’s willingness to defend an ally depends, ultimately, on whether or not he likes that country’s political leadership. This is a far cry from NATO’s Article 5, which ties the obligation to assist only to an armed attack.

And this comes after recent tensions that, even on their own, have been enough to shake the cohesion of the alliance: Trump's rapprochement with Putin, the Greenland issue, and Iran.

The message for Europe is clear: at best, it is still about creating a new division of responsibilities within NATO, with Europeans taking more responsibility for the conventional security of their continent.

Europe must become militarily independent of America, as quickly and as completely as possible. /Adapted from FAZ /
