According to analyses published in international media, including The Wall Street Journal and other European sources, the Trump administration's 28-point peace plan was not drafted by American diplomats, but by three key figures: two Americans—Steve Witkoff and Jared Kushner—and a Russian, Kirill Dmitriev. All three are businessmen with personal and economic ties to their countries' leaders, not experts in diplomacy.

Witkoff, a billionaire real estate and cryptocurrency investor, has become Trump's closest adviser on global affairs. Jared Kushner, although he has no official role in the administration, has been regularly involved in high-profile international affairs, including drafting the Ukraine plan. On the Russian side, Dmitriev, the head of Russia's sovereign wealth fund and a close ally of President Putin, co-authored the document.

Parallel diplomacy linked to business interests

WSJ investigations suggest that in addition to official channels, numerous private-level contacts have taken place in recent months between American businessmen close to Trump and Russian oligarchs under sanctions. Their purpose is suspected of exploring possible deals in the energy, rare earth minerals and strategic industries sectors if a Ukraine-Russia peace is achieved.

Reports cite well-known Kremlin-linked figures, including Gennady Timchenko, Yuri Kovalchuk and brothers Boris and Arkady Rotenberg, who have sent representatives to the US for informal talks. On the American side, the alleged connections include figures close to Trump Jr., political donors and major investors in energy companies.

Even executives from Exxon Mobil and Rosneft have secretly discussed returning to major energy projects in Russia, according to a reported meeting, while other American billionaires have shown interest in the assets of Russian companies seeking to sell properties due to sanctions.

The leaked phone calls and Kushner's key role

Leaked documents and transcripts suggest that Witkoff gave direct advice on how the Russian side should present proposals to Trump. Meanwhile, Dmitriev recommended that Russian negotiators seek “the maximum” in the talks, a strategy that was reflected in the plan drawn up in Miami by Dmitriev, Witkoff and Kushner.

Jared Kushner's participation, according to analysts, is not related to a diplomatic role, but to President Trump's approach to using close personal figures in sensitive files, bypassing traditional American diplomacy.

Trump's new foreign policy model

The Trump administration's approach is seen as part of a broader pattern where foreign policy issues are handled through private networks, family ties and business interests. Similar cases have been identified with investment deals in Pakistan, Oman, Qatar, Saudi Arabia and Vietnam, where companies linked to the Trump family or with funds managed by Kushner have benefited from multi-billion dollar contracts.

This style of diplomacy, relying on people outside state structures, has raised concerns about a lack of transparency and conflict of interest, especially now that peace negotiations in Ukraine are entering a crucial phase.

Tomorrow's meeting in Florida: expectations and doubts

Ukrainian President Volodymyr Zelensky has said he expects the talks that began last week in Geneva to be “concluded” tomorrow. However, the fact that private figures such as Witkoff and Kushner will be at the table, and not just official diplomatic representatives, has fueled debate about the real nature of the peace process and the interests that could shape it.
