The world is crossing the threshold of a new and terrifying nuclear age. This month, the New START treaty between the United States and Russia, the last major limitation on the two largest nuclear arsenals on the planet, finally expired.
In the dangerous vacuum it left behind, the Trump administration is implementing a policy based on vague threats and a dangerous game of fire that warns of an unlimited arms race the scale of which has not been seen since the height of the Cold War.
President Trump’s approach to this new and unbridled era is alarming, both in its rhetoric and in the mechanisms it is setting in motion. Instead of preserving the stability that has protected humanity for half a century, the current administration is seriously considering the possibility of placing many nuclear weapons on standby and, in perhaps the most reckless act possible, resuming underground nuclear testing.
The newspaper and we as an editorial board have spent the past two years documenting the horrific reality of these weapons in our series “On the Brink of the Abyss.” We described the catastrophic consequences of a single explosion, the fate of forgotten victims of past tests, and the extreme fragility of systems intended to prevent the unthinkable.
The purpose of that series of articles was to raise public awareness about the existential dangers of nuclear weapons. But now, this lack of awareness is being used to abandon the last international agreement that helped keep humanity safe for decades, paving the way for an uncontrolled arms race.
The Trump administration appears to be guided by the belief that, when it comes to nuclear weapons, “more is better.” With New START expiring, the U.S. Navy is studying whether to reopen the launch tubes on Ohio-class submarines and load additional nuclear warheads on its intercontinental ballistic missiles.
These moves could double today's arsenal ready to strike. Officials have also floated the idea of a "Trump-class" warship armed with cruise missiles capable of carrying nuclear warheads.
The logic offered by the State Department is that the old treaty imposed “unacceptable” restrictions on the United States and failed to take into account China’s growing arsenal.

Reopening the door to new testing means continuing environmental damage and abdicating our moral authority. This administration still has the opportunity to change course.
First, Mr. Trump should refrain from ordering the resumption of explosive nuclear testing. Second, the United States should commit to
a one-year informal mutual observance of New START limitations with Russia, even in the absence of a formal treaty.
Russian President Vladimir Putin has offered such an extension before. Trump should test that offer rather than reject it out of hand. That would buy time for a better deal, which Trump claims he wants, without causing anarchy in the area.
Third, the administration should stop using the potential threat of China as an excuse to start an arms race with Russia. Today, the United States and Russia each have roughly a 6-to-1 advantage in the number of nuclear warheads over China.
These arsenals are more than capable of destroying every nation on earth many times over. The idea that New START is a disadvantage to the United States is fundamentally wrong.
Finally, Congress must reassert its constitutional role. The President of the United States currently possesses the sole and unchecked authority to launch a nuclear war. In an era of rising tensions and treaty abrogation, leaving the fate of the world to the judgment of a single person — whoever that person may be — is a risk that no democracy should tolerate. / Pamphlet from the “New York Times”
