From "Belle Air" to ARMO to the oligarchs' resorts, Sali Berisha's granddaughter has built a wealth empire on false balance sheets, money laundering and debt evasion. Now, she formally closes the bankruptcy she herself masked, without ever being investigated...

Several times, Pamfleti has published official documents proving that during Sali Berisha's period in power, his niece, Shpresa Breçani, was the preferred accounting expert for the financial cleansing of companies linked to crime and politics, by drafting falsified balance sheets and issuing them fictitiously at a loss, to avoid taxes, hide income and prepare controlled bankruptcies.

But she has not been absent even during Edi Rama's rule. On the contrary, Breçani has been the most sought-after expert for "clean closings" for some of the most discredited companies, including gambling firms linked to the mafia group "Sacra Corona Unita", Rezart Taçi's "ARMO" company, Gërdec's criminal firm, as well as many oligarchic builders and traffickers with activities in Tirana, Durrës and Lalz.

Recently, with Decision No. 2469, dated April 25, 2025, the Court of Tirana appointed Shpresa Breçani as an expert to officially conclude the bankruptcy procedure of the company "Belle Air", a company that has ceased its activity since November 26, 2013, three months after the departure of the Berisha government.

A former expert at the company "Belle Air", Breçani is the person who drafted falsified balance sheets, presenting the company with losses, in order to avoid paying taxes and duties to the state, Rinas airport, and dozens of third parties.

On January 22, 2014, the Court decided to declare the company bankrupt, initially appointing Engjegerta Bebi and then Laura Qorllazë as experts, but Shpresa Breçani did not submit any documents, deliberately blocking the internal financial investigation.

Thanks to her accounting maneuvers, Breçani “fabricated” a declared loss of 120 million euros, while hiding 51.7 million euros of real debts, including 32 million euros of debts to the Albanian state, created during the government of Sali Berisha. The embezzled amount also includes the ticket money of 53 thousand passengers, which disappeared from the accounts and official documentation.

Now, after 12 years, "Belle Air" exists only in name, but the bankruptcy proceedings are being closed by the very same person who disguised it with fraud. And this is not a closure, it is an official legalization of a financial crime.

The latest Court decision obliges Shpresa Breçani to submit all the files of the company “Belle Air” to the Tirana Prosecutor’s Office, for a criminal investigation of its activities before and after the bankruptcy. But this is not enough. This is an opportunity for the prosecution to investigate not only the company, but also Shpresa Breçani herself, who over the past decades has been the main financial expert of the economic mafia in Albania.

She has drawn up falsified balance sheets and prepared controlled bankruptcies for companies that laundered millions of euros from trafficking, construction, gambling, and government affairs. She has done this for clients connected to both sides of politics and the most dangerous economic crime groups.

The investigation should start from Shpresa Breçani's own personal assets, which she owns:

-Land, villas and apartments in Tirana, Durrës, Lalz and Vlora
-Shops, hotels and resorts, registered in her name or those of close people
-Unjustified banking transactions, coming from clients with criminal records or connected to the government
These assets were not built with expert salaries, but with fat "reward" checks for false balances, which have helped crime to erase its economic traces and steal hundreds of millions of euros from the state budget.

Faced with this dossier, the prosecution no longer has an excuse to remain silent. The bankruptcy of "Belle Air" is just the tip of the iceberg. If the investigation is not deepened, then Albania has no justice, but a system that justifies thieves with stamps and gives criminals legal balance for the theft of the century./ Pamphlet
