By order of the head of SPAK, Altin Dumani and prosecutor Vladimir Mara, a BKH team yesterday conducted checks on the premises of businessmen Nafiz Bajrami and Mariglen Çoku, as well as the current director of the Water and Sewerage Company in Elbasan, Luan Tabaku, to find evidence of involvement in corrupt affairs and criminal activity. Based on communications in SkyEcc, it is suspected that these people have links to the criminal organization of Suel Çela. Prapaskena has been denouncing for two years with facts and evidence how criminal groups have captured the Municipality of Elbasan, the Water Supply Company, hospitals and every public entity in Elbasan. On April 20, 2020, Suel Çela's soldier, Klaus Matishi (Kledian Çopja), communicates on SkyEcc with the daughter of Judge Pajtime Fetah, Megi Fetah, where he informs the latter about the 'division of duties' with Suel Çela for the complete capture of Elbasan, appointing directors in the police, health, etc., dictating the winners of tenders for members of his criminal group, controlling the distribution of drugs and other criminal activities.

Klaus Matishi… But he knows what there is there… There is also money… Tenders… It is enough for me to put my people to work… Plus whoever sells the goods, I will drive them away, we will fall in… We help our cars… And we wait for the chief… And we have more control in the city… Because there are rumors… Plus the cars are raiding… The Knagen brings money at night… It seems… It brings people together…“.
The documents also highlight the specific characters with whom the director of the Waterworks, Luan Tabaku, has shared public money, apparently on the orders of Suel Çela. The character who has benefited from millions of euros from the Waterworks of Elbasan and from the municipalities of the region as a whole is Eral Myftaraj, partner of Nazif Bajrami, the former filed for corruption, forgery of documents and fraud in the implementation of public contracts, while the latter filed for drug trafficking in Switzerland, whose wife was the deputy mayor of the Municipality of Elbasan. Myftaraj and Bajrami 'implement' public contracts of large values together, systematically deceiving with the volume of works.
On January 27, 2025, Eral Myftaraj, through his company AL-MEXWOOD shpk, received the next tender from the Elbasan Water Supply Company worth 2.5 million euros, for the reconstruction of the water supply of the villages of Trash, Karthnek, Sheze Administrative Unit, Peqin Municipality.
The tender was signed by Luan Tabaku. Only Eral Myftaraj participated in the tender. The winning bid is the limit fund. The criteria are determined by Myftaraj's company. It is believed that half of the fund is divided between the parties.
In July 2023, Luan Tabaku signed a 7 million euro tender for Eral Myftaraj for the reconstruction and construction of the sewerage network of informal areas: Harma; partly Krastë e Vogël, partly Neighborhood: Dyli Haxhire" and, partly Neighborhood: Katund i Ri.
For this tender, which is suspected of being ordered by Suel Çela to be won by Eral Myftaraj, a fierce battle has been waged. Luan Tabaku has taken quite a risk. He has disqualified every other company, in order to give the tender to Eral Myftaraj, as always with a winning bid equal to the limit fund. Myftaraj has received the tender through another company, Meteo shpk.
Eral Myftaraj partner with Bajram
Eral Myftaraj is Nazif Bajrami's main partner in matters involving tenders, filling out documents, and fraud in the implementation of contracts.
Eral Myftaraj is the biggest tender glutton in the Elbasan Region. Sometimes servilely following MPs, former ministers and directors, sometimes bargaining, sometimes cheating and almost always giving bribes, Eral Myftaraj is swindling all the major tenders in the Elbasan Region, cheating on the implementation of contracts and manipulating the volume of works.
Over the last 7 years, with the construction company Meteo alone, Myftaraj has won around 50 million euros in tenders. Over 8 million euros in tenders were won with the company AL-MEXWOOD, which is engaged in studies and designs in the forestry field.
Myftaraj controls a cartel of companies with suspicious activities, including Aga Solar Park Holding's, Albanian Archives, ALMEX GREENWOOD, etc.

Shumica e tenderave janë me flamur të kuq korrupsioni, me oferta fituese gati sa fondi limit, me garë formale, me pazar në tavolinë dhe në disa raste me letra false.
Me paratë publike që ka përlarë me tenderat klientelistë Eral Myftaraj ka nisur të bëjë një jetë sheikësh, me vila, makina luksoze dhe skaf, pushime luksoze dhe argëtim në vende ekzotike, duke sfiduar drejtësinë dhe barazinë para ligjit.
Në maj 2023, Eral Myftaraj u përplas me grupin e mafies së druve Shaqir Alcani, për një tender me vlerë 853 mijë euro të Bashkisë Tiranë për furnizimin me lëndë drusore nëpër shkolla.

Përpos Gentian Sharrës, pjesë e bandës së Talo Çelës, në skenë del një tjetër personazh, Nazif Bajrami, i cili ka ‘futur në xhep’ kupolën e Bashkisë Elbasan.
Nazif Bajrami, i skeduar nga autoritetet zvicerane për trafik droge, është themelues dhe pronar i kompanisë së ndërtimit Bajrami N. Përmes kësaj kompanie, Bajrami ka marrë rreth 75 milionë euro para publike.
Disa tendera me vlerë të mëdha i ka fituar bashkë me Eral Myftarajn, tregues i bashkëpunimit mes tyre.
Në dhjetor të vitit 2020, një shkresë e klasifikuar për 10 vjet nga Interpol Tirana, informon Departamentin e Policisë Kriminale mbi të dhënat e Interpol Bernës për aktivitetin e dyshimtë të Nazif Bajramit, një biznesmen i njohur në Elbasan.
Informacioni i referohet vitit 2019 e në vazhdim, ku zviceranët e konsiderojnë biznesmenin 55-vjeçar si një person të skeduar për trafik të lëndëve narkotike, në bashkëpunim.
Në shkresën e firmosur nga shefi i Interpol Tirana, zviceranët rendisin edhe emrat e bashkëpunëtorëve të biznesmenit, numrat e telefonit të secilit dhe vendet ku e zhvillojnë trafikun.

Nënkryetarja e Bashkisë Elbasan Aulona Bylykbashi, mes shumë kontratash, ka firmosur për Nazif Bajramin edhe tenderin me vlerë 1.2 milionë euro për rikonstruksionin e shkollës mesme “Kostandin Kristoforidhi”, një tender ky me flamur të kuq korrupsioni, pasi janë skualifikuar të gjithë operatorët konkurrues përveç fituesit.
Procedura ka qenë formale pasi fituesi është diktuar si zakonisht me pazar në tavolinë, ku ndahen fitimet, në disa raste deri në 50 % të fondit limit, duke pasur parasysh se kompania e Bajramit, sipas disa raporteve të KLSH, mashtron me zbatimin e kontratave, duke firmosur situacione false për punime të pakryera.
