Suddenly, in the recent amendments to the much-discussed "European" Criminal Code, a new article appears to have been introduced. An article that is directly related to the financial interests of the European Union.
The name of a former Minister of Agriculture of the Albanian government has been mentioned very often in reports and public debates regarding suspicions related to the corrupt management of EU funds related to agriculture. It is Frida Krifca.
The focus of public suspicion has fallen within the IPARD-AZHBR binomial with many accusations that essentially speak of diversion of funds, clientelistic benefits, and abuse of grants that were supposed to go to poor local farmers.
Up to this point, everything is part of allusions, dossiers, and political or media pressures, while on the other hand, the justice bodies have the real duty to prove or refute this political-media noise or "smokestack" with facts.
"Savior" article

This article included in the chapter on fraud of the Criminal Code, introduced as "uninvited", and without being clearly associated with a logic related to other articles of the same "department", expressly provides:

Among the new articles that were amended in a “European spirit,” this one would not have stood out if it had not been hastily introduced, without any discussion at dozens of “consultative tables.” It is not known whether the Minister of Justice knows anything, who moves the table of discussions and consultations for the “European” Code to the furthest corner of expertise and civic interest.
Where did article 143/a/8 come from? Who proposed it?
Who linked it to the basic article of the Criminal Code? With Article 3: "Timely operation of the criminal law."
Because Article 3 of the Criminal Code remains the basic principle that, if read carefully, makes a lot of sense about the IPARD-AZHBR binomial or "affair":
No one may be punished for an act which, under the law at the time when it was committed, did not constitute a criminal offence. … When the law at the time when the criminal offence was committed and the subsequent law are different, the law whose provisions are more favourable to the person who committed the criminal offence shall apply.
Coincidence or intentional?
A rumor is quietly circulating through the corridors of the Parliament and those of the judicial expertise, which can be summed up in one question:
Was this “shield” article invented for tomorrow?… with the intention of saying “back then there was no specific criminal offense for EU funds, so there can be no criminal punishment – today!”.
While the Albanian justice system continues its investigations and the Albanian state is still in the justification phase before the European Union, Albania's defenseless farmers continue to be devastated by irresponsibility that requires a new alibi - with a new law. / Kontrast
