Police and army uniform tenders cancelled...
The past week has brought a significant cancellation of tender procedures by the Centralized Purchasing Operator. There are approximately 20 tenders, some of which are of very large values and have been covered in the media, which have been suddenly canceled.
What is striking is that the tenders related to police uniforms have been definitively canceled. On April 14, the tender for the " Purchase and distribution of uniforms and shoes for the state police " was announced, divided into two lots. Lot 1: " Purchase and distribution of uniforms, ranks, emblems and signs for the state police ", with a limit fund of 1,962,264,441.82 lekë and Lot 2: " Purchase and distribution of shoes for the state police ", with a limit fund of 761,954,415.63 lekë.
But according to data published by "Open Data Albania", the tender has been canceled. "Pamfleti" itself warned about this a few days ago and it is all related to the creation of the company "Kayo Sh.A.", which will deal with the production and marketing of uniforms for the army, police, prisons and other security structures.
With Decision No. 291, dated May 28, 2025 of the Council of Ministers, the creation of a public-private partnership was approved, where 60% of the shares are given to a private party, while 40% remain in the possession of the Ministry of Defense.
What further strengthens this is that among the canceled tenders is one that has to do with army uniforms. More precisely, the tender has been canceled: “Purchase of several items for uniform clothing of the Armed Forces” with a limited fund of 250,791,967 lekë. It was divided into two lots: “Purchase of clothing items” and “Purchase of footwear items”. The fact that the tenders for both police and army uniforms are canceled shows that Rama will put “Kayo Sh.A” into work.
But there are several other tenders, for which it is not known why they were canceled. It should be noted that since SPAK has started its strong attacks, everyone thinks twice before signing. There are even those who refuse to sign, unlike what happened before. Also, in cases where there are affairs, officials are careful and do not use details about tenders in phone conversations or messages. This is because SPAK, thanks to seized phones or wiretaps, has uncovered many scandals.

-Lot 6: “Purchase of vehicles for the State Inspectorate of Market Surveillance”;
