Fatmir Bektashi and Jamarbër Malltezi, although they have been indicted by SPAK for the tower affair on the land of the former "Partizani" complex, continue to build mansions and sell apartments.

For the last two months, under the logo of the company "Kontakt Sh.pk", they have begun unauthorized construction work on the "Kadiu" complex in the Ali Demi area of ​​Tirana, putting up for sale apartments that have not yet been completed.

This project is a continuation of the "Mangalem 21" complex, also in partnership between Bektashi and Malltez, built with permission granted by Edi Rama five years after coming to power.

The position as defendants for money laundering and concealment of assets has not stopped the two partners from pouring millions of undeclared euros into construction. SPAK, although it has them under investigation, has not acted. The special prosecution has seized Malltez's shares, assets and accounts, keeping him under house arrest for 21 months, but has not touched Fatmir Bektashi's assets, has not seized his company and has not arrested him. In fact, according to sources from the BKH, his file was manipulated as if he were over 70 years old, when in fact he was only 65. This deception escaped his arrest and allowed him to continue his activity.

Meanwhile, Bektashi has also started the construction of another unauthorized complex, "Driloni Forests", in the national park with 15 buildings up to 12 floors. The Territorial Development Agency has publicly admitted that "Kontakt Sh.pk" applied for a permit on February 8, 2025, but the permit was not granted. So, the construction is completely illegal. The state has not intervened, nor the police, who legally should have stopped it in flagrante delicto. Prime Minister Edi Rama is also silent, as is the head of SPAK, Altin Dumani, who has refused to act even though he has these names in his files.

This double situation shows a selective standard of justice: one defendant is kept isolated and sequestered, the other is left free to build and get rich. Meanwhile, citizens see that the law on illegal construction applies only to people without power and connections, but not to oligarchs connected to the prime minister.
