Former Socialist Minister Ermelinda Meksi has reacted with another strong reaction against the 'Rama' government. Meksi has demanded transparency and full verification of the financing of Kanye West's concert.

According to the former minister, the Assembly has a constitutional obligation to exercise parliamentary control over the normative act and to clarify whether the legal conditions of necessity and urgency for the use of the reserve fund have been met.

She emphasizes that the administration of public funds must be based on law, proportional and in the interest of citizens.

Based on the news published in the media and the publication of the normative act regarding the financing of the concert of the artist Kanye West with the reserve fund of the state budget, I consider that it is the obligation of the Assembly to exercise its constitutional and parliamentary control over this decision-making.

Citizens have the right to receive a clear explanation of whether the conditions of "need" and "urgency" for issuing this normative act have been met, as well as whether the use of the reserve fund has been made in accordance with the Constitution and the legislation in force. Transparency, accountability and respect for the law are fundamental principles of public finance management and necessary conditions for maintaining citizens' trust in institutions.

The Assembly, as the body that exercises parliamentary control and reviews/approves the normative acts of the Council of Ministers, has the responsibility to verify whether, in this case, the constitutional and legal requirements for issuing the normative act, as well as the criteria that regulate the use of the state budget reserve fund, have been respected.

The publication of this act makes an institutional clarification on the constitutional and legal basis of this decision-making even more necessary, as well as on the reasons that justify the use of the reserve fund.

A thorough, transparent and objective review is essential to guarantee legality, protect the public interest and strengthen citizens' trust in the administration of public funds.

In a state governed by the rule of law, any use of public funds must be not only legal, but also justified, proportionate, and in the public interest.

Only a serious, transparent and constitutionally and legally based review guarantees that every decision-making that affects public funds serves the interests of citizens, strengthens trust in democratic institutions and protects the principles of the rule of law.
