On March 15, 2024, SPAK announced that it completed the investigations for the sterilization concession and sent the file to the court; but it is shameful, the decision of the prosecutors Edvin Kondili and Ened Nakuçi and the approval of Altin Duman, that for Ilir Beqaj they have only raised the charge of "Abuse of duty".
It's crazy even when you think that Ilir Beqaj, the master thief with an international stamp, has not been accused of corruption, falsification of documents, group organization for the theft of 70 million Euros, favoritism in tenders with forgeries and costs 80 times higher than the real cost.
So, Ilir Beqaj has been sent for trial only on the charge of "Misuse of duty", as if he tolerated the breaking of any desk or computer in the offices, but SPAK has an obligation to clarify with what actions minister Ilir Beqja has misused his duties.
We do not know with what argument and on what legal basis, SPAK accuses Ilir Beqje only of "Misuse of duty", when BKH investigators have the following evidence of criminal acts committed by him:
- The former minister Ilir Beqja, in order to create the concession, did not allow the sterilization center to be put into operation, although Ogerta Manastirliu asked him to put it into operation with the specialists of QSUT.
- He selected 7 members of the tender commission, who were charged with criminal measures "House arrest" and Compulsory appearance", among them Ilir Beqja.
- He appointed his first cousin, Genc Byrazeri, as head of the working group, which drew up the estimate of the concession, with a cost 80 times higher than the real cost.
- He announced the tender but also predetermined the winner, a construction company from Vlora, which he registered as an international medical company with 50 years of experience.
- He disqualified 2 times, the rival firm that gave a bid 40% lower than the declared winning firm, although the Procurement Commission canceled the tender for violation of criteria and a higher bid.
- He ordered the Finance Directorate of the Ministry and the Health Care Fund to pay the private firm 25% of the fund in advance and not to check it during the implementation of the contract.
- He donated the national sterilization center to the concessionaire and by his order, for 8 years the state continues to pay the energy and water millions of lek consumed by private individuals at the sterilization center.
We believe that the prosecutors and the head of SPAK have enough knowledge to understand that these actions are not only "abuse of duty", but are premeditated official acts of Ilir Beqje, to steal.
But the prosecutors, who do not say who and how they stole 70 million Euros; after 4 years of investigations from January 13, 2020, they "discovered" that Ilir Beqja did not commit corruption and theft, but with his non-actions, he allowed the violation of the law, when he carried out all the actions of the theft scheme.
It's no wonder, since on August 17, 2023, when the concessionaire Ilir Rrapaj and deputy minister Klodian Rjepaj were arrested, SPAK could not even "discover" Ilir Beqja's abuse of office and left it out of the investigation file, until the court forced it , while now he "discovered" only the abuse of office.
The favoring of Ilir Beqje, with a charge that will result in a sentence of 1 month of community work or 1 year of probation, proves that they are the same "professors" of the old law, who have not punished corruption for 25 years in Albania, making a career wealth from power thieves.
While now, who are dressed in the cloak of new justice called SPAK, they are continuing the perverse game of impunity, thinking that they do not understand the bargains made by political thieves./ Pamphlet
