People close to Sali Berisha, of course his family was part of it, got permission for a bunch of towers in Tirana. At that time, the Artificial Lake National Park was affected. Where, in addition to the Towers near the dam, construction also began in the area called Dry Lake, which is actually part of the Park, near the Zoo. People of Sali Berisha, his son, but also Fatos Nanos, Ilir Meta, and many, very strong people built there.

The "ice" that turned that area for many years into a territory where murders, hostage-taking, but also many other crimes took place, was broken.

That bargain was definitely a black allishverish where the two parties broke many points of the pact, as Berisha did not keep his promise not to touch the French plan or not to touch Edi Rama at the head of the municipality, or even Rama who blocked many permits.

However, whenever these two people negotiate, there has always been a Construction Bazaar before a political 'deal'.

These days there is talk of another pact between Berisha and Rama. Where the Prime Minister as the head of KKT approves towers over 12 floors, and surprisingly the opposition, knowing this very well, has accused only Erion Veliaj, who has no authority for permits over 12 floors. So all the big towers in Tirana were given only with Rama's signature.

And to come to the 65-story tower that is said to have been taken by a person close to Shkëlzen Berisha, it seems to be part of an agreement between the prime minister and Sali Berisha under house arrest, to whom he also gave the seal of the Democratic Party.

But why does Rama make an agreement with Berisha? Because the people, or his clients, are also Sali Berisha's clients.

Because Sali Berisha's financiers are also the oligarchs who benefit from the large contracts of Edi Rama's government.
