Albania, as a small country, has always been and will remain involved in some medieval traits such as nepotism, provincialism, factions of in-laws, friendship or gambling.
As a “big village” that we are, it is very easy to find connections everywhere in the dome or in the infrastructure of the state, from all sides. Surnames that resemble or are the same, of someone who is fighting crime on the one hand or of a major criminal on the other. Affinity and generational relationships between officials or politicians who fight each other, in-law connections between famous VIP names at all levels.

This phenomenon has its advantages as well as disadvantages. One of the latter is the fact that every person, in every corner of the country, knows and recognizes the family "biography" of anyone who rises to power, quickly uncovering the entire history and genealogical network of tribe, blood, friendship, and faction.

We are a country of extremes, as exposure to power and money has caused many families to be in conflict with each other, to the point of wild hatred. As the joke goes: if you want to see how Albanian families fare, go to the courts where property issues are handled.

However, this phenomenon is not as problematic as the old and strong web of political nepotism, which, instead of breaking down after the fall of communism, expanded even further. That web, once limited to the communist leadership bloc, was augmented and expanded by the new caste of politicians of the 34-year transition.

It is interesting that, regarding political nepotism, the connections of the old dome come to light, which, both then during the dictatorship and today, continue to provide important benefits.

The latest example was the passing of Abdi Baleta, a diplomat, lawyer, and politician who had a career in two systems, although unfortunately not very long. As capable and capable as Baleta may have been, his rapid rise to the top of the UN was due to his in-laws with Nexhmije Hoxha's family.

Nexhmija, according to a detailed plan also by her husband, created a network of tribal and in-law factions, which was implanted in the administration to know the situation and balance the clans of Mehmet Shehu, Hysni Kapo, etc.

As soon as Edi Rama appointed the new government, there was curiosity in Dibër about the change in the Ministry of Justice, where Ulsi Manja from Dibër was replaced by his "patriot" Besfort Lamallari. A boy raised and educated in Tirana, with parents who came from Peshkopia after the '90s. His family had connections to the wide circle of Nexhmije Hoxha, who in Dibër had established an entire network of clans and factions, which grew even more when Haxhi Lleshi's power fell.

Edi Rama is not the first time that he has brought Nexhmije's cousins ​​into the government. He has held important positions for children and nephews of members of Enver Hoxha's Politburo, from his right wing down, as directors, deputy ministers or ambassadors. Critics have pointed out that Rama's closeness to these factions is also related to the fact that his family lived near the old block. The connection with "uncle" Spiro Koleka is enough to "debunk" everything.

This "hobby" of Rama for the old matryoshka dolls of the Politburo is not accidental and is not simply the work of the cadres. His behavior these years shows that it is a clear political scheme. Rama's alliance with the old communist clans and lobbies has electoral, but also political goals: to maintain control and to prevent the creation of new clans within the SP.

Rama often told as a joke an episode during the constitutional referendum in November 1998, when as newly elected Minister of Culture, he was late in voting because the commission said, “Comrade Edi, wait a minute, because comrade Pali and comrade Rita are older.” He used this for humor, but he saw the influence of the old network on the left-wing electorate.

By keeping the ties of the old, rudimentary and controllable clans alive, Rama blocks the creation of new political career paths. This is clearly seen: while he has included children of the Politburo in the government, he has struck at Erion Veliaj's attempt to establish a new political lobby in Tirana and the Socialist Party from the start. Likewise, in his fourth mandate, he is striking at Gramoz Ruçi's clan in the "First Operative Zone", after having empowered and used it.

In this way, Rama preserves the old hierarchical line of the ALP, which he pretended to despise, but from which he has benefited as a family all his life. And at the same time he blocks the birth of new lobbies. The story is that simple./ Pamphlet
