Edi Rama, the prime minister who is expected to begin his fourth consecutive term by setting a record not just in Albania, seems to have chosen to keep his own people in suspense until the last second regarding the new government cabinet.
Rama held his last meeting with regional leaders and incumbent ministers on July 24, giving them one month to present their work balances, continue their work in the field, meet with people, and identify problems in the territory.
After this, an emergency situation with fires highlighted the main problem, which is that state structures are almost non-existent in dealing with such situations, where firefighters and soldiers continue to use primitive means to fight the flames, while a strategy is lacking not only to prevent, but also to act in time.
Rama tried to put the issue into perspective by saying that fires, even larger ones, have engulfed countries such as Greece, Turkey, and Spain, which also have air fleets to fight fires, but today there is still no accurate balance of how many hectares of forests, pastures, and land were burned by the flames, how much damage was caused to residents of rural areas, and what percentage of Albanian territory, compared to that of the countries mentioned by the Prime Minister, was under the control of the flames.
With the fire emergency easing, it seems that the only item on the Prime Minister's agenda, at least to formalize it, is the new Government. So who will be the people who will sit in the ministerial chairs, who will lead the SP Group and who will hold the position of Speaker of the Assembly, which is practically the No. 2 of the state, based on the hierarchy established by the Constitution?
It is said that after August 24, the Prime Minister will start the movements, holding a meeting with the acting ministers and the heads of the regions, to be followed by a meeting of the National Assembly and the new Parliamentary Group, where he will also reveal the names. Sources indicate that everything is expected to be concluded by August 31, or in the first three days of September.
So far, 'Bablok' seems to be fanatically guarding the list, even though it is said that over 50% of the current ministers will not continue their function. With a majority of 83 mandates, at first glance, Rama has an easy time passing any government cabinet, especially since it is difficult for clans or groups to raise their heads before him.
Despite any clash that may occur between them, no one has the courage to raise their heads in front of 'Bablok'. And in this situation Rama is comfortable, he does not feel pressure, he does not have to try to maintain any balance or take care to represent the groups in the Government. The Parliamentary Group is expected to be led by one of the experienced names or as they are considered 'SP senators', while most of it is young, who will probably need months to learn parliamentary procedures. And also, at the head of the Assembly he will again put an experienced name, perhaps even to manage the supermath of numbers he has in the hall.
What Rama has shown us after May 11 is that he aims to have under control the territory, the police and security agencies, diplomacy, where he has given himself the attributes of a global leader, as well as the EU membership process, on which he based the entire campaign for the last parliamentary elections.
Here the Prime Minister is expected to appoint those who can be considered in the ranks of the SP as 'rising stars', even though Babloku has shown over the years that they do not have a good political background. The other positions in the government are expected to be a representation between the regions, based on political weight.
There is talk that at least two names will be from the Diaspora, as Albanians who have been living abroad for years like to consider themselves and who, on May 11, deepened their victory over the opposition. And this could be a novelty for the 4th mandate, even though these are simply the circulation of ideas within the ranks of a party, where 'Bablok' chooses to surprise, without consulting.
And the possibility cannot be ruled out that in some case, the person who will take on the ministerial portfolio will give up their function as district leader, or even their mandate as a member of parliament. / Pamphlet/
