Why is Edi Rama not announcing the new government?

Albania is going through a long vacuum period that allows Rama to maintain power and obstruct SPAK investigations, manipulating appointments and institutions on the eve of his fourth term.

In 2017 and 2021, Edi Rama announced the ministerial lists of his new government quickly and in a timely manner, demonstrating his commitment to a swift and orderly transition. After winning his second term, he announced the ministers at the end of July, emphasizing that there was no time for vacation and that the entire team should focus on drafting the plan for the new term. In 2021, the ministers were announced in early August at a massive meeting of the Socialist Party at the Palace of Congresses, where the four-year plan for the third term was also discussed.

Unlike those years, after winning his fourth term and with the largest majority so far, Rama is delaying the announcement of the list of ministers of the new government. Sources within the majority indicate that there are no plans to announce this list even during August, while the latest rumors speak of September, more precisely the first or second week.

This long period of uncertainty is a reflection of a distorted situation of the transition of power in Albania, which from 2013 onwards has had a prolonged and unusual process compared to developed Western countries. In countries such as the USA, Britain, Germany or Italy, the transition of power is well defined and occurs quickly, avoiding long periods of vacuum, while in Albania the outgoing government continues to make important decisions and grant concessions and permits without limit.

This vacuum is convenient for Rama, who fears that his fourth term will face major obstacles from the start. The main fear is the launch of investigations by SPAK against a member of his new cabinet, which could shake the legitimacy of the government from the start. For this reason, Rama has prepared two scenarios: one for the appointment of an initial list of ministers, who can be replaced after January 2026, and the other, more likely scenario, involves the appointment of several ministers from the ranks of the opposition, namely from the Democratic Party, using the strategy of appointing personalities close to or drawn from the opposition environment to ensure control and stability.

Essentially, these moves are related to Rama’s desire to prevent SPAK from having a wave of intensive investigations during August and September, which also coincides with the end of Altin Dumani’s mandate as head of the special prosecution. With the formation of the new parliament, the majority will use its mechanisms to decide the fate of SPAK and its leader. This process will take place after political and diplomatic discussions and negotiations, which will determine whether SPAK will maintain its independence or become more politically controlled.

The situation is very complex and reflects the tensions between power and justice in Albania, making this period one of the most unstable for institutions and for the future of the fight against corruption in the country./ Pamphlet
