The recent meeting in Washington between US President Donald Trump and Ukrainian President Volodymyr Zelenskyy has shed light on a heated debate: Will Ukraine be equipped with American Tomahawk missiles?
Zelenskyy, clearly determined, has increased the pressure on Washington, demanding weapons with greater strike capacity and longer range. But President Trump has been reserved, stating that he "hopes it will not be necessary" to deliver them, reflecting a cautious approach in the face of the risk of escalation with Russia.
Moscow reacted immediately. Russian officials called it a "crossing of the red line" and a "direct provocation" against the Russian Federation. President Putin warned that the Tomahawk delivery would lead to "the destruction of relations with the United States" and would push the conflict to a new stage.
Technically, the Tomahawk is a high-precision weapon capable of hitting strategic targets deep inside Russian territory. Such a delivery would signal a shift from a defensive war to an aggressive offensive on the part of Ukraine.
The US faces multiple dilemmas: a limited missile inventory, tensions with China in the Pacific, the risk of direct escalation with Russia, and pressure from European allies. This makes the Tomahawk issue a strategic test for the US administration. The US reluctance to send Tomahawk missiles to Ukraine can be interpreted in part as a sign of fear or strategic restraint towards Russia.
The US has pursued a “non-direct assistance” approach since the beginning of the war in Ukraine. The Tomahawk is a weapon that symbolizes serious involvement, capable of striking deep into Russian territory, beyond the front line. This brings the US dangerously close to a direct confrontation with Russia, something that any US president would try to avoid.
The fear is not just of Russia, but of what any escalation could bring to an already fragile global system. This is not just fear, but a diplomatic and military calculation: such a step could escalate the war, push Russia towards more aggressive decisions, or even draw other countries into the conflict. The US is trying to maintain a balance between supporting Ukraine and not causing a new war of global proportions.
The Trump administration has a less enthusiastic line on foreign intervention, especially on a large military scale. There is also pressure from European allies, who are divided on the issue; some in favor of sending the Tomahawk, others very reserved about the consequences. Russia could retaliate in other ways, including by activating influence in other regions such as the Balkans, where destabilization is easier. This makes the US think carefully about any step that could ignite a chain reaction.
For Ukraine, this is not just a military issue, but an existential one: either it manages to strike deep inside Russia and change the balance, or it continues to drown in the exhausting war of consumption.
In the Balkan region, such decisions are read as clear signals about the American role in European security. For Albania, which positions itself strongly on the Euro-Atlantic flank, developments in Washington are a direct measure of the alliance with the US.
If the Tomahawk lands in Ukraine, the tide of the war will turn. But until then, it remains suspended between political calculations, diplomatic fears, and the pressing need of a country fighting for survival./ Pamphlet
