The start of the implementation of the Public Private Partnership project for the construction of the Thumanë-Vorë-Kashar road has brought the need to select an independent engineer who will monitor the progress and certification of this contract.
The Ministry of Infrastructure and Energy announced the opening of the procurement procedure with the object "Independent engineering services for the implementation of the concession contract for the design, construction, operation, maintenance and transfer of the road axis Thumanë - Vorë - Kashar" with a limited fund of 235 million ALL or 2.1 million euros.
Referring to the documents attached to the procedure, the minister underlines that the independent engineer is required to provide expertise in all areas of the Concession without exception.
"Each aspect of the Concession's performance must be subject to certification based on its Quality Systems and quality audit related to the Concessionaire's quality assured and controlled results," the document states.
The ministry has summarized the general functions of this structure in 16 points, starting from general controls, audits, evidence and investigations related to the works and services to Supervise the fulfillment by the Concessionaire of the provisions of the Concession Contract, with the relevant adaptations that the Contract allows.
It also has unrestricted freedom of entry into the Project Territory at any reasonable time throughout the Contract Period in order to perform its functions. It has the right to enter any property used by the Concessionaire for the execution of Works and Services, to control the construction, use and maintenance of the Project and to follow the fulfillment of obligations by the Concessionaire.
It has the right to enter at any time any property used by the Concessionaire as a training facility or workshop and in the places where work is prepared or materials are extracted for the Project, to follow the fulfillment of obligations by the Concessionaire.
Has the right to participate in the meetings where monthly or other frequent progress is discussed in relation to the Works and/or Services and to receive timely notice of these meetings from the Concessionaire.. He has the right to request and receive copies of all drawings, connections, specifications and appendices, after any modification made by the Concessionaire. Gives an opinion as requested regarding actions that affect the rights and obligations of the parties involved.

The Thumanë-Vorë Kashar road project was won by the "G2 INFRA" and "Gener 2" companies through a contract that provides for the design, construction, operation, maintenance and transfer of the axis in question and the contract passed to the government in May 2022.
A basic income plan for the entire concession period of the Thumane-Vorë-Kashar road provided for over 1.3 billion euros (without VAT) and 1.56 billion euros with VAT, which would go to the beneficiaries of the contract.
The road with a length of 21 kilometers starts in Thumanë and continues to the Tirana - Durrës highway, with which it is connected by means of a new junction at the level.
The new highway will pass through the urban and semi-urban areas of Thumana, Fushë Kruja, Rinas and Vora and will connect 2 points: the 4-lane segment in Thumana in the north (Start of the project) with the Tirana-Durrës highway in the south ( End of project).
"The designed speed for this road category will be from 90 to 140 km/h (with speed limit signs for 130 km/h. Regarding the main function that this highway would perform in the future, it belongs to Category A - Highway.
Category A consists of two independent carriageways separated by an impassable safety barrier, each with at least two lanes, a paved shoulder on the left and an emergency lane on the right, without level crossings, and with strict access control. detailed in a company report. /Monitor
