A week ago, the Board of the EU Donors Conference asked the Minister of Finance, Delina Ibrahimaj, to present to the EC as the head of the conference, a detailed report on the use of 1.15 billion Euros, which was granted to Albania on February 17, 2020. for reconstruction.
Initiatives for transparency are the Council of Europe and the EU, which donated 135 million Euros, France, which donated 100 million Euros, and the European Development Bank (CEB), which gave a 100 million Euro loan with a 20-year interest-free term and 500,000 Euro gift.
This initiative was joined by 4 international banks and 40 EU member and non-member donor states, even the USA, as a donor of 5 million USD and a proposing state of the "Transparency Academy" for reconstruction funds in Albania.
According to the information that "Pamphlet" has, the request to the EU Ministry of Finance has been rejected, that the transparency for 540 million Euro grand donations and 615 million Euro loan should be done after the end of the entire reconstruction process, but without leaving any deadline.
However, the Board of Donors requires transparency based on the Bilateral Act-Agreement, that the reconstruction process would end within 3 years, on November 26, 2022; while 4 months after the process, on March 30, 2023, the government should have reported the data on the use of funds.
It is the right of the 45 states, EU institutions and donor banks to know if the value they donated and lent without interest was used 100% for reconstruction, or was spent on other things outside of the post-earthquake humanitarian project.
Because the EU and the donor countries, in addition to the extension of the reconstruction deadline over 3 years and still no final deadline, have official information about the theft of funds with 2-3 times the costs per construction unit, non-implementation of the urban projects that they presented at the donors' conference and for expenses in local investments and electoral propaganda, facts have been ascertained by KLSH.
Despite Prime Minister Edi Rama's attempt to avoid transparency, the Minister of Finance, Delina Ibrahimaj, has been asked to submit, by September 10, 2023, to the Board of the Donors' Conference in the Council of Europe, the detailed report on the use of 1.15 billion Euro of reconstruction.
In point 3.1 of the request for financial transparency, it is stated that the detail of expenses must be specified in values, catalogs and reconstruction projects for each municipality, as well as for the costs of temporary housing assistance for families.
In point 4.2. of the call for transparency, detailed data are required for the grand reconstruction of schools, kindergartens, hospitals, and even for 13 water pipes and 245 businesses, which the government reported as destroyed when it asked for aid.
