After the meeting of the government on October 18, 2023, the Minister of Finance, Ervin Mete, declared that at the proposal of Prime Minister Edi Rama, the Normative Act was approved for amending the 2023 Budget.
He said, that the change was dictated by the good performance of the increase of income worth 7.5 billion ALL, but without declaring the sources where these billions over 70 million Euros came from.
Likewise, Minister Mete said that 46 billion ALL will be redistributed to accelerate projects and promote economic growth; 12 billion ALL for the reconstruction sector and 1.8 billion ALL for reimbursement of farmers' oil and pesticides.
But according to the information that "Pamphlet" has obtained from sources within the Ministry of Finance, the sudden change of the budget and without a preparatory phase with the State Bank, the IMF and the World Bank, is not being done to support the farmers, the persecuted and the homeless of the earthquake , because the funds for them were approved at the beginning of the year.
But under the guise of "charity" towards them, the government is changing the budget 2 and a half months before its closing, to create an "emergency financial reserve" worth 90 million Euros, in addition to the state's annual reserve fund.
This reserve will be transferred to the Ministry of the Interior, only for the expected or unexpected needs of the General Directorate for Asylum, which is under the direct authority of this ministry.
As is known, the object of work and services of the General Directorate for Asylum is the reception and system in social centers and hotels, of immigrants who are allowed to enter Albania by international agreement, or as a crowd from the border points.
The fact that by order of Prime Minister Edi Rama, the budget was changed within a day, creating within it an emergency financial reserve of 90 million Euros, shows that it is not about African clandestines, who are caught when they pass through Albania to the EU countries.
But it is about the expected influx of immigrants from the countries involved in the war, who can be accommodated in Albania, with the proposal of the internationals and the personal approval of Bablok.
Will immigrants from the Gaza Strip, or even Israelis from other countries, be brought to Albania, who may become involved in the conflict of the "Hamas-Israel" armed war?
This expected influx of war immigrants, who may come from the "Hamas-Israel" war zone, was declared by Prime Minister Edi Rama on October 19, 2023 on the "Opinion" show.

Bablok's statement about the influx of war immigrants is evidenced by the sudden change in the 2023 budget, creating within it 90 million Euro emergency funds, made available to the Asylum Directorate in the Ministry of the Interior.
In order to secure this fund, the budget specialists in the Ministry of Finance have started work and are calculating the financial possibilities within the remaining budget of 2023, or to cancel large funds of public entities, agencies, local governments and ministries, planned for the 3rd month of the fourth month of this year./ Pamphlet
