Shkëlzen Berisha's predecessor for 13 years, Rrahman Selmanllari opened the 'RM Group' resort in Dhërmi with 50% shares, together with Ismet Shehu, Edi Rama's chef. The 18,300 m² land in the 'Skalikare' area was given to him for free with Decision No. 708, dated November 21, 2018. Behind Selmanllari's 50% is Shkëlzen Berisha, just like in the 137 hectares of Ksamil and the 26 victims of Gërdec.
In many cases, Rrahman Selmanllari has proven to be Shkëlzen Berisha's front man in land grabbing on the coast, construction, money laundering, financial transactions, drug trafficking with embassy vehicles, and arms business, one of which is the proven partnership in the Gërdec factory.
This connection between Rrahman Selmanllari and Shkëlzen Berisha has continued for 13 years even after the "Berisha" family left power, obtaining building permits, land and licenses through Sali Berisha's deals with Edi Rama, but also by creating partnerships with Edi Rama's friends, clients and servants.
The document being published by "Pamfleti" reveals Rrahman Selmanllari's partnership with Ismet Shehu, the owner of the "Cereni-Dajt" resort and known as the personal chef of Edi Rama and his family in the Surrel palaces.
Rrahman Selmanllari and Ismet Shehu are co-owners of the company "RM Group" Sh.pk, which operates a resort with a bar-cafe, restaurant, hotel, beach station, parking lot and other entertainment service facilities with PUB and Jet-Sky in Dhërmi.
They started this business with 50% shares each on May 19, 2026, after the completion of the resort, with a development and construction permit and free land and beach area, granted by Edi Rama as Chairman of the National Territorial Council.
The resort of Rrahman Selmanllari, the "launderer" of the "Berisha" family's money, and Ismet Shehu, the chef of the "Rama" family in Surrel, was built in Cadastral Zone No. 1481, called "Skalikare" in Dhërmi.
Along with the financial source of the investment, SPAK can investigate the ownership file of 18 thousand 300 m² of land, as there are indications that this area is part of Decision No. 708, dated November 21, 2018 of the government, with the object: "Registration and transfer to the administration of the Ministry of Tourism of state properties on the Vlora-Himara coastline", which were donated to oligarchs, clients and friends such as Rrahman Selmanllari of Shkëlzen Berisha and Ismet Shehu of Edi Rama.
Without a doubt, Shkëlzen Berisha is also involved in this resort in Dhërmi, within the 50% partnership in the name of Rrahman Selmanllari, as well as in the land grabbing, tower and palace business.
As a reminder, Ismet Shehu's "Ceren" megarestaurant in Dajt was built on the land of the former Military Department No. 3031 in Surrel, with an area of 40 thousand m², of which 1456 m² are buildings; and 10 tunnels with a functional area of 37 thousand 543 m², awarded under a "1 Euro" contract with Decision No. 329, dated April 22, 2020, signed by Edi Rama.
Meanwhile, Rrahman Selmanllari, during the DP's rule, under the shadow and with the power of Shkëlzen Berisha and on his behalf, has robbed about 300 hectares of land on the Vlora-Ksamil coast with forged documents and fabricated court decisions, including 137 hectares in Ksamil.
