The strong lek and the increase in interest rates, the Bank of Albania with

The strengthening of the Lek and the increase in interest rates in the international markets have continued to have a negative impact on the balance sheet of the Central Bank.

According to data from the Bank of Albania, the negative level of the revaluation reserve in the balance sheet at the end of May has reached -35.6 billion ALL, from -26.9 billion ALL that had been at the end of last year.

The deepening of the negative position of the reserve has caused that in April 2023 the capital of the Bank of Albania will fall to negative values for the first time, at least for the last 20 years covered by the series of statistics. At the end of May, the capital of the Bank of Albania was negative in the amount of 2 billion ALL.

Developments related to the strengthening of the Lek and the devaluation of the securities portfolio, due to the increase in interest rates, caused the Bank of Albania to end last year with a negative financial result in the amount of 17.65 billion alleks and with a comprehensive loss in the amount of 31.2 billion ALL.

The Law "On the Bank of Albania" provides that the Government issues debt securities at market interest rates to cover the negative values of the revaluation reserve. According to the information in the audited balance sheet of the Bank of Albania, it is believed that the Albanian government has again issued bonds to cover the new losses of the Bank of Albania, within the month of April this year.

The governor of the Bank of Albania, Gent Sejko, said in an interview given a few months ago for "Monitor" that the losses in the balance sheet are temporary consequences and do not in any way affect the ability of the central banks to fulfill their mandate.

He underlined that the rapid normalization of the stance of monetary policy in 2022 brought negative financial results in the balance sheet of many central banks, such as the European Central Bank, the Central Bank of Germany, the Bank of England, of the central banks of the region, including the Bank of Albania. , etc.

According to him, the impact of these policies on the balance sheet of the Bank of Albania also produces temporary negative costs, but they are temporary, because they originate from accounting principles and not the final loss of assets. These costs are recovered gradually over time and the reinvestment of assets with higher interest rates./Monitor
