The "Durres Yacht & Marina" project that coincides with the development of a yacht port, the construction of 13 thousand apartments and hotels that will be developed on the land of the current port of Durres is leading to the suspension of the economic activities of many operators that process goods in this port, but also of the hundreds of citizens of Durrës employed in this port.
From the early hours of today's morning, surprisingly, without any official communication, the entrance to the German concession company EMS APO, which processes refujo cargo ships at the Eastern terminal of the Port of Durrës, has been blocked.
The reason for the intervention is to pave the way for the development of the Durrës Yahts Marina project, where for the first phase of the construction of apartment buildings, according to the managers of the concession company EMS APO, 90% of the space of the eastern terminal where the company operates will be used German.
The commercial manager of the concessionaire, Florian Cimo, told Monitor that the blocking of the entrance to the Eastern terminal, where the German concessionaire company operates, was carried out without any previous official communication.
"Ems Albanian Port Operator Shpk exercises its activity on the basis of the Concession Contract concluded between Ems Shipping & Trading GmbH with headquarters in Germany and the Ministry of Public Works and Transport (today the Ministry of Infrastructure and Energy headed by Balluku) dated 6.5 .2013 for the Management and Operation of the Eastern Terminal of the Port of Durrës with a validity period of 35 years. Today, on 29.7.2023, at 7:00 a.m., unauthorized entry was detected by the concessionaire operator of the port security force, led by its Executive Director Pirro Vengu and the private entity "Elmazaj Shpk", occupying a part of the terminal which is located in the concession area and for which there is no agreement for this purpose.
The EMS-APO entity has filed complaints as in SPAK to the director of the Port Authority for the same actions that happened before, but also to the State Police. By the intervention and the placement of concrete barriers, access to the administration offices and the truck weighing activity, which is a link in the chain of services offered by the concession operator EMS-APO, has been prevented. The entity is carrying out interventions with technological means by placing concrete restrictions in the concession area (see the map and the list of assets taken over by the concessionaire)", he asserted.
Even earlier in an interview for Monitor, the CEO of the concessionaire company EMS EPO Manfred Mueller said that the Albanian government announced the transformation of the Port of Durrës into an entertainment port without providing accurate information and a clear schedule for the construction of the new public port in Porto Romano, as an alternative location for Fehn-Group/EMS APO activity. Mueller asserted that the agreement for "Durrës Yachts Marina" contradicts itself as it overlaps with the concession contract of EMS-Fehn-Group.
Company managers added that Albanian institutions have deliberately hindered their activity since 2020, when they started preferential treatment for the private operator in Porto Romano, to continue occupying the space of the port of Durrës for the Navy project.
The German company EMS APO, which processes cargo ships returning to Durrës, earlier filed the case in Arbitration where it requested compensation of 40 million euros for unequal and discriminatory treatment of the concession contract.
The object of the concession contract is the management, operation and maintenance of the Eastern Terminal in the Port of Durrës. The Albanian state and EMS-Fehn-Group (ie EMS Shipping & Trading GmbH) concluded the concession contract in May 2013. The contract extends for a period of 35 years from 2013 to 2048. EMS-Fehn-Group established the Operator Albanian Port EMS Shpk. (EMS APO) as an operational unit in Durrës. The contract gives EMS-Fehn-Group/EMS APO the right to process reflow cargo, general cargo and project cargo at the East Terminal. / Monitor
