The government makes development plans, their strict implementation is a legal obligation. But everything else is a relationship between private individuals without the distorting and abusive intervention of municipalities and even less of the government. There is more debate about Theth than about the constructions on the Louvre in Paris.

Prevention is the duty of the state, which has failed due to incompetence, corruption, state capture and favoritism of the land mafia. Why don't you urgently demand development plans, but justify the government's tense and spontaneous interventions?

Understand and Apply the Essence of the “Mystery of Capital”, “ Capitalism is not a system that functions by itself – it is an institutional organism. Without strong foundations, it does not flourish. And without property justice for all, it dies ”, - Hernando de Soto.

Albania has been trying to build a functioning market economy for over three decades, but it still remains a hostage to informality, the lack of clear property rights, and abuses of public and private property. Hundreds of thousands of Albanians live and work in informal properties, in legally unprotected buildings, without real access to credit and development.

In this reality, the words of Hernando de Soto in his book “The Mystery of Capital: Why Capitalism Thrives in Some Places and Fails in Others” are a clear guiding light for any serious policymaker.

Essentially, De Soto teaches us that: Property without formal title is not capital. It cannot be used to obtain credit, to invest, to cooperate in wider markets. Property rights must be registered, protected and accessible to all citizens.

The state has a duty to create a legal and institutional infrastructure that gives informal wealth the opportunity to turn into capital. Without this transformation, the economy remains divided into two worlds: a formal one and an invisible one, which does not contribute to real growth.

Questions that government leaders should ask: How is it possible that we cannot transform the wealth of Albanians into capital that promotes development and well-being?

Why does the "invisible" wealth of Albanians in villages and suburbs remain outside the formal economy, while in developed countries it is the foundation of credit and investment?

Do we have a fair and transparent property registration system that protects the ordinary citizen more than oligarchs and land grabbers?

This is a call to action.

If we want capitalism as a tool for development and not as an excuse for injustice, we must make the profound reforms that De Soto calls necessary:

Formalization, property registration, legal justice and equal access to the economic system. Otherwise, capitalism will remain a "closed club for the privileged few", while the majority of citizens will survive in informality and insecurity.
