Since the process within Albania is significantly more transparent and institutional, Sali Berisha apparently feels "calm" that he has found a reason to attack the post-election result, blaming diaspora voting as the cause of the loss.
While the process of registering the Albanian diaspora as voters for the May 11 elections has begun, the first reservations have begun to appear, mainly from the opposition, about the voting process and transparency.
Jozefina Topalli, tasked with dealing with the mobilization of the opposition in the diaspora, seems desperate for the lack of time and financial resources for this work, while the first complaints have begun that the diaspora voting process does not meet the standards of the process for Albanian voters.
The socialist offensive in the diaspora has been the focus of attacks, not only because of their political superiority, but also because of their financial and human resources. These complaints have accompanied this campaign since the beginning.
If you add to this the fact that a diaspora voter, under these legal conditions where voting takes place, does not have the luxury of avoiding family voting, as provided for by the Albanian code, while even vote identification is at risk under the specific conditions of voting in the diaspora, the situation becomes complicated. The parties have agreed that the vote will be sent to them in an envelope by the CEC and they will return it in the same envelope to Tirana.
Under these conditions, it seems as if the opposition is agreeing to continue the race only to provide an alibi to taint the elections after the defeat.

Although voters who are registering will go through several more steps until they are finalized as voters and it is not thought that they will make the difference between the winner and the loser in Albania, the only thing that can serve Berisha from these elections is to have an alibi for the loss.
The only point where the SP can agree under these conditions is to postpone the date of sending the diaspora vote, after the candidates for MPs are announced 45 days before the elections. But this does not circumvent the current voting rules in force.
So the desperation with which the opposition is launching the diaspora campaign, its complaints about the superiority of the SP in this area, as well as the problems that may accompany the vote, are only worth it so that Berisha has an alibi after May 11th for why he lost so badly. This is also the reason why he is agreeing to make a technical pact with the SP so that the vote can take place. He necessarily needs a major reason why he will lose.
