Democracy is not and has never been the best political system (form of government) to avoid problems, but it is the best political system to correct problems. The mechanism that democracy has to correct problems is elections, that is, the removal of politicians from public office through voting. If this mechanism does not work, then democracy has lost the purpose for which it exists.
It turns into a very bad form of government, and everything, from the most basic human freedoms, is threatened.
