Work something, propaganda everything. We work and they steal. These are two "internal" slogans that have accompanied the governments of Albania at the central and local level. Especially the socialist ones. Especially those of Rama.

Corrupt officials before SPAK was established did not fear that they would pay for their deeds. The guarantee for them was impunity in the higher spheres, their being above the law.

This does not mean that their crimes have been amnestied. Anti-corruption laws are retroactive. However, they can also be considered victims of circumstances and loneliness.

But what surprises big and small today is the suffocating capillary corruption these last three years, after the start of SPAK's work. Massiveness, more and more frequent thefts without gloves, new schemes, the transition from taking the classic twenty-thirty-percent for each tender, to taking the entire tender through the creation of the "competing" company by the officials of the municipality of Tirana themselves. , such as the case of the 5 D company.

How is it possible that they were released without fear, all over the place, "legislating" corruption as the first job in the positions they held and still hold? This is the puzzle that intrigues research, explanations.

We could stop and talk at length about the huge lure of illegal enrichment, which often turns off the fear sensors and deafens the inner voices that the day to pay may come. We can talk about the genius vice of abuse of public office, a disease based on ignorance, passed on like a relay and consolidated from one government to another during the last three decades.

This would be an explanation on the level of customs and tradition of impunity. But it is not exhaustive. And not even the main one in the new circumstances of the implementation of SPAK and new justice.

Such greed cannot arise in a vacuum, it cannot simply be a matter of crooked trees or a few rotten apples. The phenomenon in such proportions is a mindset, a way of acting, according to which work in the state and corruption are an unstoppable binomial; those who resist this unwritten norm are likely to be in the minority. As such, therefore, as a mindset and as a way of acting, the phenomenon has come to life from the relationship of the leaders of the socialist majority with power and public wealth, from the arrogant and pompous way of exercising power, from the spirit they convey, from the contrasts between what they say and advertise and what they do.

In this context, the huge number of renaissance officials predisposed to corruption have gone with the opinion that the new justice, very much, has been done to capture the people of the opposition, the other side, not us.
This stupid fiction has been reinforced by the political campaigns of a part of the opposition, according to which Rama is getting justice, what they have come to accept as true. To their detriment, as can be seen now when they are falling and will continue to fall into the net of the law, either as thieves in boots, or as rogues.

Prime Minister Rama and his friends have advertised themselves as the flag bearers of the new justice with the idea that they would hold his strings and find a way to castrate him along the way if necessary. For this purpose, since the beginning of time, they have tried and succeeded in introducing people they wanted into the institutions of the new justice, doing their best to arrest prominent prosecutors and judges for integrity, courage and honesty. They achieved something in the short term, but not in the medium term and beyond. Because the new justice is built as a closed corporation, where the political background of the prosecutor or judge is lost in the new way of functioning of its institutions, in their historical mission to establish the rule of law in Albania. However, in the Renaissance pyramid, the opinion that justice is ours has dominated until recently. This is the trap that predators with tesseras and party appointments for whom the sea was turned into yogurt have fallen and are continuing to fall.

But it is not only the mistaken belief that SPAK is under control, or that it is toothless, that has fed the habitat of capillary corruption in the country. The great inspiration is the propaganda government itself.

Especially the socialist ones. Especially those of Rama. As a rule, the great rhetoric of extraordinary successes has abuse, corruption, degradation as the reverse side of the coin. Meanwhile, all real-time denunciations of the affairs of the government, the municipality of Tirana and other municipalities have been considered by Rama, Veliaj and their spokespersons as lies, slander, indicators of envy and malice of the opposition and critics.

They have adapted a slanderous Leninist-Enverist rhetoric of the type "the opposition wants to blacken our achievements", "they are blinded by our successes", "we have the work, the shovel, the broom, they only have words", do you mean that the work of opposition is not the word, control of the majority, control of power, denunciation of violations and abuses. This whole approach of pulling the nails out of the bunker of embezzlement has killed accountability, has warmed the "greenhouse" of massive thefts and abuses within the political barracks in power.
But it doesn't end there.

The main source of the degradation to the point of rot of the concept of public service is the relation of Rama and his caste to elections. For years, they have institutionalized surrounding the elections with ministers, directors, chiefs, mayors, officials of every level, thugs, bonuses, promises, honors, threats. Ministers, high party officials and officials of other levels that fill the administration are activists and patronage elites. That lead to those on the ground where someone has his own area, neighborhood, block and village, his list of voters, bonuses and money to buy votes, influence, opposition abstentions, i.e. everything needed for the objective. The siege of the elections represents the engagement of this army of officials in a crime, the electoral crime. The fulfillment of this crime is rewarded with another crime that they themselves know and carry out as a "fully deserved" self-reward. Which is corruption in the duties they hold. In this way, the slogan "stealing to win, stealing to win" is successfully concluded.

In fact, the capillary corruption after the start of SPAK's work is the biggest mockery that the scots of the corrupt have made of this institution and the USA that stand behind it.

Laughs best who laughs last, says the well-known expression. For anyone who has known and believed that the new justice and SPAK are not fake, it has been expected that the corrupt will be badly disappointed.

But the battle continues. of SPAK to deepen and carry out the investigation wherever there are abuses, violations and corruption, regardless of who they are and what positions they hold. Of the corrupt against SPAK, which, after they made the peace by stealing, now that they saw that it is out of their hands, they come around how to make the peace with legal initiatives, devising projects for "a new reform in justice ", in the framework of the new climate of consensus with the Reestablishment". Project to which the American and European partners reserve the waste bin.

There are four sides to this battle.
On one side, the Rama-Berisha-Meta solidary plural caste. On the other side, SPAK and GJKKO, the strategic partners USA and EU, the majority of Albanians and PD and other parties that unconditionally support the new justice system. There seems to be no chance of the caste winning. But the majority of Albanians who support SPAK should not rest on their laurels. They should have their say where appropriate.
