Before the 2005 elections, Berisha appointed Lulzim Basha, his daughter Argita's former colleague in the Pristina office of UNMIK, as head of the famous KOP. After returning to power in 2005, Berisha gave Basha the highest positions in the government (depending on the situation). When he left power, Berisha gave Basha the position of "chairman" of the DP on a silver platter. And in fact, Basha brought the DP close to power in 2021...
But in September 2021, Basha committed the biblical act of "father killing" - he expelled Berisha from the DP parliamentary group! From that moment on, "Baca" began a series of 'pulpits' in every corner of the country, culminating in a frontal physical attack on January 8, 2022 against SHQUP (then officially Basha's).
Berisha could not physically conquer SHQUP that day, but three months later he clearly defeated Basha in the early elections for 6 municipalities, on March 6, 2022 – Berisha's candidates received twice as many votes as Basha's candidates in those 6 municipalities (even in Shkodra, Berisha's candidate received more votes than Rama's candidate).
Going further, Berisha (with Meta's help) managed to collect around 500,000 local votes in the 2023 local elections and the 2025 parliamentary elections (while support for former mayor Basha almost disappeared among the opposition electorate). However, Berisha's loss to the 800,000-strong electoral wall of the SP+PSD was overwhelming in both of these elections.
Looking ahead to 2027 and 2029, Berisha has no political chance of moving from the leadership of the DP. But if nature takes its course, the “DP Tower”, however, will remain in the hands of the Berishas.
It is unlikely that we will have a new "Lulzim" to be entrusted with the baton – the baton will almost certainly remain in the Berisha family this time.
How much electoral success this strategy will have remains to be seen. However, the support quota of the 500,000 local voters is expected to decline with Berisha's natural aging...
